About the Department

The People Development & Performance Manager drives the City’s workforce learning, development, and performance strategy. This role designs and oversees training programs, manages performance and merit processes, ensures knowledge transfer and succession planning, and champions signature initiatives like the Supervisor Summit. The position integrates technology, workforce analytics, and innovative practices to build a resilient and future-ready workforce, ensuring compliance with City policies and state/federal requirements. 

Position Duties

  • Design, manage, and continuously improve training and development programs, including compliance training, the Local Government University learning management system (LMS), leadership development, and professional growth initiatives.
  • Capture and organize institutional knowledge, support succession planning through skill mapping and mentorship programs, and ensure critical expertise is transferred before employee retirements.
  • Oversee first-year and annual performance evaluations and merit cycles, ensuring reviews are consistent, equitable, timely, and linked to employee development and workforce planning.
  • Lead high-visibility initiatives such as the Supervisor Summit, SuperScoop, mentorship networks, and leadership pathways that prepare employees at every level for future roles.
  • Coordinate the design, recruitment, development activities, and evaluation of Human Resources internship programs.
  • Translate City policies, training agreements, and employee contracts into accessible learning experiences.
  • Research, pilot, and implement emerging trends and tools—such as AI-assisted learning, microlearning, and simulation/VR training—to enhance employee learning and adaptability.
  • Partner with HR leadership to leverage enterprise systems, streamline HR processes, and integrate workforce analytics into talent development, training, and performance outcomes.
  • Promote a culture of continuous learning, professional excellence, and innovation across all levels of the organization.
  • Develop and oversee a structured cross-training framework across HR functions to ensure service continuity and workforce agility.
  • Partner with the People Systems Manager and Employee Services Manager to identify critical functions, create rotation plans, and document standard operating procedures.
  • Track skill acquisition and ensure employees are equipped to cover essential duties during absences, emergencies, or transitions.
  • Incorporate cross-training into succession planning and performance development strategies.
  • Perform additional duties as assigned. Be available for emergency call-outs. Drive to and from various City locations. 
  • In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
  • Ensure compliance with City policies, state/federal employment laws, and accreditation standards.
  • Complete required trainings as specified within the City’s Comprehensive Emergency Management Plan.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Human Resources, Organizational Development, Public Administration, Education/Instructional Design, or related field.
  • Five (5) years in L&D/organizational development/performance management, including LMS administration and program design.
  • One (1) year supervisory experience. 
  • Demonstrated experience running performance cycles, compliance programs, and leadership development.
  • Demonstrated success in leadership development and employee engagement initiatives.
  • Proficiency with productivity and collaboration platforms, including document creation, data analysis, and presentation tools. Ability to adopt and apply emerging technologies—such as AI, learning management systems, and workforce analytics—to improve training, knowledge sharing, and performance outcomes.
  • Strong facilitation, communication, and change-management skills.
  • Valid driver license.  Must obtain Florida driver license within thirty (30) days of employment

PREFERABLE QUALIFICATIONS:

  • Master’s degree in Human Resources, Public Administration, or related discipline.
  • Certifications: SHRM-CP/SCP or PHR/SPHR
  • Public sector experience; understanding of municipal operations and audit requirements.
  • Experience in teaching, training, or organizational learning and development, within a public sector or municipal environment.
  • Familiarity with Tyler/Enterprise, Local Gov U (or similar), NEOGOV, and AI-assisted learning tools.
  • Ability to Converse in English and Spanish.

Other Qualifications

Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and the CJIS (Criminal Justice Information Services) Security Clearance process to include approval for controlled access to protected information and a national fingerprint-based record check.

Driving history for the past three (3) years must reflect no violations of a driving related felony offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).
