About the Department
Position Summary: Under general supervision of the HHS CIO. The Healthcare Data Engineer Administrator plays a crucial role in developing and implementing a set of techniques and analytics applications to transform raw data into meaningful information using data-oriented programming languages and visualization software. Apply data mining, data modeling, natural language processing, and machine learning techniques to extract and analyze information from large structured and unstructured datasets. The Administrator visualizes, interprets, and reports data findings. Create dynamic and static data reports. Establishes and oversees data governance for healthcare operations. Manage and establish priorities for team members. This job class is treated as FLSA Exempt.

Position Duties
1. Team Management:
- Responsible for building and nurturing a high-performing team of report writers, Data visualization engineers, and other data analytic professionals.
- Hires top talent, provides ongoing training and development opportunities, and fostering a collaborative team culture.
2. Ensuring Data Quality and Integrity
- Responsible for implementing robust data quality assurance processes, ensuring that data is accurate, complete, and reliable.
- Works closely with data engineers and data analysts to ensure data integrity throughout the data lifecycle.
- Establish data governance framework and enforce data management best practices.
- Ensure compliance with data regulations the Health Insurance Portability and Accountability Act of 1996 (HIPAA), protecting sensitive data and maintaining customer privacy.
- By prioritizing data quality and integrity, enables organization to make confident, data-driven decisions.
3. Driving strategic decision making with data
- Drives strategic decision-making with data by mining data while maintaining data integrity while partnering with senior management and stakeholders.
- Collaborate closely with senior management and other key stakeholders to understand strategic objectives and identify areas where data can provide insights and drive value.
- Leverage advanced analytics skills and techniques such as predictive modeling, machine learning, and data visualization to uncover actionable insights from vast amounts of data.
- Transform raw data into meaningful information, enabling the organization to make evidence-based decisions that drive growth, improve operational efficiency, and optimize customer experiences.
4. Develop and implement data strategy
- Partner with senior management to define the organization’s data strategy and align it with business goals.
- Identify data sources, set data collection and storage standards, and establish processes for data integration and analysis.
- Collaborate with Government IT and other departments to ensure that data infrastructure and systems are properly designed and maintained.
- Develop and maintain data governance policies and procedures, enabling organization to maximize the value of their data while minimizing risks and ensuring compliance.
5. Manage Data Analytics Projects
- Work closely with project stakeholders to define project goals, deliverables, and timelines.
- Allocate resources, monitor project progress, and mitigate risks, ensuring that projects are delivered on time and within budget.
- Ensure that project requirements are communicated to team members and that projects are executed using best practices and industry standards.
- Provide guidance and support to team members, fostering a collaborative and productive project environment.
6. Ensuring Compliance with Data Regulations and Government Policy:
- Establish processes and procedures to protect sensitive data, ensuring that it is securely stored, accessed, and transmitted.
- Implement data anonymization and encryption techniques and enforce strict access controls where needed.
- By prioritizing data privacy and security, build trust with organizational leaders and stakeholders while minimizing the risk of data breaches.
- Monitor access controls and audit trails to prevent unauthorized access and safeguard patient data.
7. Reporting and Analytics:
- Generate and maintain reports for performance metrics, clinical outcomes, and system usage, aiding healthcare decision-making.
- Analyze data to identify trends and areas for improvement that can enhance patient care delivery.
8. Performs other job-related duties as assigned to maintain and enhance departmental operations.
Knowledge, Skills, Abilities, and Other Characteristics:
- Knowledge of the history, culture, laws, rules, customs and traditions of the SRPMIC.
- Knowledge of the purpose, current issues, projects, organization, policies, and employee responsibilities of the division to which assigned.
- In-depth knowledge of healthcare industry regulations and compliance, including HIPAA.
- Knowledge of standard healthcare organizational metrics.
- Knowledge of Healthcare operations.
- Solid foundation in data analytics, machine learning, and statistical analysis, and can translate complex data into actionable insights for senior management.
- Skill in Problem Solving and analytical skills, with a strong focus on improving patient care processes.
- Successful strategic thinker, capable of developing and executing data strategies that drive business growth.
- Skills in Customer Service and Excellent Communication Skills in particular with healthcare professionals and patients.

- Proficient in Technology including Microsoft Office Tools, Teams, SharePoint, EPIC, etc.
- Proficient in programming languages such as Python and R, as well as data visualization tools such as Tableau and Power BI.
- Skilled at translating complex technical concepts into clear and concise language that both technical and non-technical stakeholders can easily understand.
- Ability to solve problems independently and escalate to multiple team members as needed.
- Ability to work professionally and collaboratively with all levels of leadership.
- Ability to multi-task and organize priorities, work autonomously, establish timelines, coordinate multiple tasks, events, and project timelines.
Minimum Qualifications
Education & Experience: A bachelor’s degree in healthcare administration, Healthcare Technology, Data Sciences (modeling, architecture, dictionaries) or closely related discipline; equivalent professional experience considered.
- Minimum of 3 years of full-time work experience within a clinical facility within operations.
- Minimum of 3 years of experience with data engineering and warehouse development.
- Proficient in programming languages such as Python and R, as well as data visualization tools such as Tableau and Power BI.
- At least two (2) years of previous supervisory experience.
Equivalency: Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filing the position.

Other Qualifications
- Employment is contingent upon successful completion of an extensive background check and drug screening. - Expected to work a rotating on-call shift and may be required to work nights and weekends depending on project requirements.
