About the Department

Frederick County Government is seeking an experienced Enterprise Application Manager to lead the oversight, advancement, and optimization of our county-wide enterprise systems. This is a pivotal leadership role responsible for managing the County’s ERP system, collaborating across departments, and ensuring our technology solutions align with organizational goals. The ideal candidate will bring strong technical expertise, proven leadership experience, and the ability to translate complex technology initiatives into clear, actionable strategies that gain buy-in from diverse stakeholders.

Position Duties
Key Responsibilities
As an Enterprise Application Manager, you will:
- Oversee the County’s ERP system and enterprise applications, ensuring optimal functionality and continuous improvement.
- Direct and mentor the Applications Team, setting priorities, evaluating performance, and enforcing best practices.
- Collaborate with internal departments and external vendors to align system solutions with organizational needs.
- Lead enterprise wide upgrades, modifications, and integration projects, including IBM Power 9 and iSeries systems.
- Review, recommend, and implement application enhancements that improve efficiency, usability, and cost-effectiveness.
- Support and maintain custom applications developed for iSeries and .NET platforms.
- Manage budgets, schedules, and vendor relationships to achieve successful project outcomes.
- Serve as the primary liaison between IT and stakeholders, translating technical concepts into clear, actionable insights.
Minimum Qualifications
- 4+ years of enterprise applications support.
- Must possess a valid Driver’s License and have held it for at least 2 years.
- Strong track record of building stakeholders buy-in around complex enterprise technology initiatives.
- Strong organization, project management, and problem-solving skills.
- Hands-on experience with IBM Power 9, iSeries, SQL, DB2, .NET, and RPG programming. Knowledge of BAI Municipal software is preferred.
