Position Duties
- Plan, organize, coordinate, and monitor City and department programs and projects, and activities.
- Research and analyze complex administrative and operational issues and problems. Prepare reports and correspondence. Prepare staff reports for the Redding City Council, and other applicable agencies.
- Coordinate activities and projects with other City departments and the public. Assist departments and divisions with project planning and resource allocation issues as appropriate.
- Work with the department director and other members of the City’s senior management team developing long-range plans and strategies on assignments, special projects and programs as appropriate.
- Serve as a liaison to committees, boards, community groups, developers, non-profit organizations, other governmental agencies, and related groups.
- Develop and evaluate complex requests for proposals (RFPs). Negotiate and manage contracts for professional and positive outcomes
- Represent the City of Redding at public meetings. Prepare and make public presentations.
- Work with the Director and other staff members on developing long-range plans and strategies relative to department and city programs and projects.
- Develop annual and/or bi-annual budgets and work plans. Monitor expenditures and revenues. Assist with cash flow projections, and debt management strategies.
- Oversee and monitor federal, state and local grant programs.
- Prepare and present periodic program and project status reports and updated work plans.

Minimum Qualifications
- Knowledge of principles and practices of project management, public or business administration.
- Knowledge of federal, state, and local laws and regulations.
- Knowledge of city ordinances, regulations, and requirements.
- Knowledge of budget preparation and administration.
- Knowledge of research and analytical techniques.
- Knowledge of federal and state grant programs.
- Ability to work effectively under pressure and time constraints.
- Ability to work effectively with internal stakeholders, neighborhood groups, non-profit organizations, and other community stakeholders.
- Ability to achieve high quality results.
- Ability to implement and administer programs and projects.
- Ability to collect, organize, and analyze data; and, make public presentations.
Education, Experience and Special Requirements:
- Typical education would include a bachelor’s degree from an accredited college, university, or equivalent with major course work in Public Administration, Business Administration, Economics, Urban Planning, or a related field.
- A Project Management degree or certification is desirable, but not required. A graduate degree is desirable.
- Typical experience would include one to three years of progressively responsible and relevant professional experience in project management or a related field.
- A graduate degree may be substituted for one year of professional experience.
- Possession of the appropriate California driver's license, or the ability to acquire one within ten days of appointment.

- Passing of a pre-employment medical exam and drug and alcohol screening test
Veteran's Credit: Applicants who attach a copy of the DD-214 to their application indicating "Honorable Discharge" from military service and receive a passing score on the examination process will have two (2) additional points added to their final examination score.
