Raba Kistner is seeking a detailed-oriented, dependable Senior Project Manager NEPA/Natural Resources to join our Environmental team in the Houston, TX or San Antonio, TX. Exciting opportunity to join a growing Service Line composed of natural resources professionals. As a Senior Project Manager NEPA/Natural Resources, you will be able to utilize your experience and skill sets to manage a wide variety of natural resource projects including but not limited to the performance of and reporting related to biological (flora/fauna) studies, waters of the United States evaluations and permit applications, environmental impact assessments (Categorical Exclusions, Environmental Assessments, Environmental Impact Statements, etc.). As a Senior Project Manager, you will have the opportunity to supervise and mentor direct reports and project staff to help grow and train our suite of natural resources professionals. You will oversee natural resource projects that may include field activities and completion of technical tasks, studies, and deliverables. As a Senior Project Manager, you will also be able to participate in proactive client building and opportunity identification through networking, being active in local environmental associations, public speaking opportunities, and providing excellent customer service to internal/external clients and agencies. Other Responsibilities include:
- Oversee and/or Conduct Clean Water Act Section 404 (surface water and wetland) investigations in support of transportation, energy, water, and other infrastructure projects.
- Oversee and/or Prepare ecological and water resource technical reports based on desktop and field assessments.
- Oversee and/or Prepare environmental review documents complying with the National Environmental Policy Act (NEPA) for various infrastructure types, project sponsors, and lead agencies.
- Manage execution of Service Line projects to meet client and project financial performance expectations.
- Review project performance on a recurring basis and initiate corrective actions as needed
- Manage project(s) billing and accounts receivable activities supported by the Finance and Administration department.
- Closely monitor project budgets and take early action to avoid budget exceedances.
- Closely monitor project schedules and communicate with Supervisor and client early to discuss any schedule conflicts and resolutions.
- Manage and/or Prepare Service Line proposals and qualifications statements including direct involvement in scope of work, level of effort and cost build-up.
- Manage activities of direct reports and project staff including; day-to-day task management, project budget and schedule compliance, technical peer review of client deliverables.
- Grow client revenue organically by identifying potential business opportunities during and outside of active project activities.
- Establish and/or maintain positive close relationships with Service Line clients.
- Participate in monitoring assigned projects, including QA/QC protocols, to ensure substantial compliance with generally accepted practices and Raba Kistner’s Quality Management System.
- Oversee and/or lead field crews during Service Line field activities and directly participate in the field as needed.
- Identify and evaluate potential subcontractors, as needed, and, if they are selected, oversee their work.
- Ability to drive company vehicle, manage and complete all assigned jobs, efficiently and on time.
- Understand, adhere and participate in the Raba Kistner Health and Safety and Quality Management Systems and set a good safety example.
- Perform other duties as assigned.
Qualifications:
- A Bachelor's degree in Biology, Wildlife Ecology, Environmental Science, or a closely related field (Master’s degree is preferred).
- Minimum 5 years of experience conducting ecological studies and preparing environmental documents in support of NEPA compliance in the transportation, energy, water, and other sectors.
- Minimum 5 years of experience conducting rare/protected species habitat evaluations and making impact/effect calls.
- Possess a valid driver’s license within the applicable jurisdiction and meet company’s auto insurability requirements.
Successful completion of a formal wetland delineation-training course. Working knowledge of Clean Water Act, Clean Air Act, Endangered Species Act, Migratory Bird Treaty Act, E.O. 12898 (Environmental Justice), and others. Experience preparing waters of the U.S. Delineation reports and Department of the Army Permit Applications for impacts to surface waters (including wetlands) subject to Section 404 of the Clean Water Act. Familiarity with field application of the U.S. Army Corps of Engineers 1987 Wetland Delineation Manual and Regional Supplements (Great Plains, Atlantic and Gulf Coast Plain, and Arid West regions).
Preferred experience & certifications:
- Preparing one or more of the following documents: Categorical Exclusions, Environmental Assessments, Environmental Impact Statements, Federal Energy Regulatory Commission filings, HUD Environmental Review Records, TWDB Environmental Information Documents, Presidential Permit Applications, and others.
- Conducting migratory bird nest surveys and preparing reports of findings.
- One or more of the following Individual TxDOT pre-certification work categories: 2.1.1 (Traffic Noise Analysis), 2.2.1 (Air Quality), 2.3.1 (Wetland Delineation), 2.4.1 (Nationwide Permit), 2.4.2 (Individual Permit), 2.4.3 (US Coast Guard & ACOE Permits), 2.6.1 (Protected Species Determination Habitat), 2.6.2 (Impact Evaluation Assessment), 2.6.3 (Biological Surveys), 2.14.1 (Environmental Document Preparation or others.
- Possess USFWS endangered species permits for one or more of the following federally listed species: Golden-cheeked warbler, Black-capped vireo, Bexar County karst invertebrates, Red-cockaded woodpecker, or others.
Good oral and written communications skills and ability to work in teams at different levels within the organization. Intermediate to advance in Microsoft Office (Word, Excel, PowerPoint, and Outlook). Potential exposure to moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, outdoor weather conditions, risk of electrical shock, all of which would require employee to follow proper safety procedures and utilize appropriate protective equipment.
Position may require protracted or irregular hours. Flexibility to work irregular hours is necessary due to client needs. Work responsibilities require out of town travel to Raba Kistner offices, client offices and project locations.
