The GIS Analyst will be part of the Construction and Property Management Department’s asset management team. The goal of the asset management team is to connect physical maintenance programs to digital processes that track valuable asset metrics (in GIS and Cityworks) to support informed budgetary action.
This is a professional position that requires technical and administrative work in business systems, primarily GIS and Cityworks asset and work management software. The selected candidate will be required to expand their professional expertise beyond technical skills, working directly with Facilities maintenance staff, and other business units such as Real Property, Risk, and Fleet Management. The incumbent will be required to proactively interact with staff members from all levels of the organization and understand each business unit’s mission to ensure real world problems are solved using GIS and Cityworks workflows. Duties include but are not limited to gathering and organizing business data, developing GIS applications to support department goals, ownership of The Department's GIS data - data entry, data quality, and supporting workflows, custom SQL script development, use of PowerBI and other reporting software, providing training and technical support for end users. Work is performed under the general direction of a program manager. Additionally, this position will be required to support disaster response efforts, including onsite hurricane support at the Pinellas County Emergency Operations Center.

What Would You Do?
Create and maintain GIS applications that support actionable insight concerning predictive asset management and disaster response
Develop digital workflows for Cityworks/GIS end users that support department initiatives.
Develop and support end user training efforts
Supports department asset owners in various asset portfolio business management activities including developing, documenting, and analyzing processes.
Compile and integrate asset data from a wide variety of sources for inclusion in GIS
Creates or assists in creating requirement documents and other such materials relating to new systems or reworking existing systems.
Responds to technical questions and technical assistance needs from department staff and serves as a coordinator and resource person on GIS/Cityworks related topics; refers and discusses complex problems with supervisor or other designated contacts as appropriate; performs as liaison to other county agencies as necessary.
Supports department GIS users with data editing, QA/QC, workflow management, and application training.
Maintains feature classes and metadata within the department’s geodatabase.
Assists with spatial reports and analysis for geodatabase integrity and performance.
Provides assistance to operating entities, divisions, or sections to provide services and support information processing needs and troubleshoots business process problems.
Conducts data audits, prepares reports, and submits recommendations for management review.
Produces operational activity reports using a variety of software applications such as Power BI, ESRI Applications (Ex: Experience Builder), Active Reports, Crystal Reports, Access, or Excel for use by staff, supervisors, and managers.
Prepares and justifies recommendations for new systems and procedures, or changes to existing systems and procedures.
Monitors systems and user performance and recommends changes to improve efficiency.
Performs related work as assigned or required.
What Do You Need To Have?
Experience - Professional experience in the analysis and management of an information system-network’s administrative and operational requirements for GIS systems.
Education - degree with coursework in computer and information science, information technology/computer, GIS, or related field.
At least 6 years of experience as described above; or
Associate degree as described above and at least 4 years of experience as described above; or
Bachelor’s degree as described above and at least 2 years of experience as described above; or
Master’s degree as described above and some experience as described above.
Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Highly Desirable
Long-term desire to independently learn new software, applications, and methodologies to solve new problems to support the Department
Desire to obtain IAM Certificate in Asset Management
Work management system experience (Cityworks, Maximo, Agile Assets, etc.)
Desire to learn SQL scripting. Custom report development (example: PowerBI)
ESRI application development experience
AutoCAD experience to support ArcGIS Indoors
Knowledge, Skills, and Abilities
