So, what will the RCEN Program Manager at Terrestris do?

The RCEN Program Manager will be a key personnel position for the Marine Corps Recruiting Command (MCRC) Network Support Services (NSS) contract, providing support services to meet technical, operational, administrative, and security requirements for the RCEN, associated end points, applications, and peripheral devices. The Program Manager will serve as the focal point for the Contracting Officer Representative and shall provide oversight over the entire contractual program management including the planning, managing, and execution of the program while conducting all sub tasks listed under the program management task in the Performance Work Statement (PWS). This position leads project planning and execution from start to finish, maintaining accountability for meeting project PWS requirements on time, within budget, meeting or exceeding quality standards. This position is contingent upon contract award.

What does a typical day look like for a RCEN Program Manager?

You will:

  • Lead the project team and serve as the primary technical point of contact with the COR.
  • Develop, manage, and report on project plans and schedules with defined milestones, deliverables, and resource assignments.
  • Produce the Staffing Plan.
  • Consolidate and submit Weekly Status Report (WSR) and Monthly Status Report (MSR).
  • Prepare Market Research Reports.
  • Oversee and submit Asset Management Discrepancy Report.
  • Curate the content of the centralized repository to support ongoing network operations, portfolio management, audit readiness, and preparations for inspections.
  • Enforce quality control on all PWS deliverables, ensuring timely submission in line with the Quality Assurance Surveillance Plan.
  • Oversee analysis, recommendations, and task execution, ensuring all ongoing projects, operations, and tasks fulfill PWS requirements, meet quality standards, and are properly reported.

What qualifications do you look for?

You might be the professional we’re looking for if you have:

  • A current Secret-level clearance is required.
  • Authorization to permanently work in the United States without sponsorship.
  • Ability to meet qualifications outlined in the DoD Manual 8140.03, “Cyberspace Workforce Qualification and Management Program,” for the Work Role: 801 - Program Manager (Advanced), as per the requirements listed below.
  • Certifications: CY101, SecurityX / CASP+, CGRC/CAP, DAWIA PM Practioner, CCE, CCISO, CISM, CISSO, CISSP, DAWIA PM Advanced, GFACT, GSLC.
  • A BS degree in Information Technology, Cybersecurity, Computer Science, Information Systems, Data Science, or Software Engineering from an ABET accredited or NCAE designated institution OR Demonstrated completion of the DCWF WRC 801 Program Manager - Advanced Level Playlist.   • Experience may be considered an Alternative to Foundational Qualifications, refer to Section 3 of the DOD 8140 Manual for more information.
  • Demonstrate familiarity with and ability to maintain compliance with the Privacy Act of 1974 when handling Personally Identifiable Information (PII) or Protected Health Information (PHI).
  • Demonstrated track record as a Program Manager for similar contracts. Demonstrated ability to maintain cost controls and implement ambitious requirements within budget.
