Summary:

The Ponca Tribe of Nebraska is a federally recognized Tribe with its ancestral homeland located in Niobrara, NE. The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a ‘Service Delivery Area’ comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational, and cultural services. 

 

This position’s primary focus is oversight of the revenue enhancement and cost containment department in the Health Services Division.   The complete oversight of budgets, financial, grants, and cost containment with monitoring, tracking, and reporting for each provider/department with daily, weekly, monthly, quarterly and fiscal year dashboards and reports.  This position will serve to enhance the revenue cycle, grant application/monitoring/reports, project management, decision support team, and ROIs with new initiatives (ie: JV project, specialty services, etc.) with working with the Health Executive Team and staff. This position will work closely with the PTN Finance Department, Grants Department and Program staff to build a sustainable financial Health Services department.

 

Essential Responsibilities and Duties:

  1. Maintains familiarity with all clinical departments and grants financials and cost status on a monthly, quarterly and fiscal year basis.
  2. Ensures that all budgets for departments are developed for each fiscal year, benchmarked from past years and MGMA benchmarking data for clinical departments.
  3. Responds to, addresses and resolves finance-centered questions and issues received from program directors and program staff.
  4. Serves as oversight responsibility for all financial audits, reviews, information requests and other formal and informal inquiries for revenue cycle, grants, and cost containment.
  5. Serves as oversight responsibility of Revenue and Cost Management, prepares, submits, and certifies required financial reporting in an accurate and timely manner.
  6. Review financials on a regular basis to identify and address any stand-out issues and develop individual, department, and location dashboards for daily, monthly, quarterly and fiscal year.
  7. Prepare, mail, and maintain required support documentation for deposits made to bank accounts and distributes to finance staff for cash receipt entries.
  8. Review and prepare financial documents for accuracy and clarity during application and revision processes and as otherwise needed.
  9. Generates and distributes internal financial reports as requested and needed.
  10. Identifies and prepares accounting entries as needed for reconciliation, corrections, close out and other related activities.
  11. Reconciles payments and costs received to actual expenditures and revenues as required.
  12. Develop ROI’s for each department to improve financial performance of Health Services.
  13. Other duties as assigned.

 

Relationships and Authority:

This position has supervisory authority of the Revenue Enhancement and Cost Containment department, but delegates responsibilities and tasks as needed within the department.  This position also works closely with the PTN finance and grant department program staff.  In addition, work with the Health Executive team to build a financial stable organization.

Working Environment and Physical Demands:

This position is in a professional office environment. This role routinely uses standard office equipment such as computers, phones, printers, scanners, and photocopiers.  May be required to occasionally work outside normal business hours to include evenings and weekends. 

Qualifications:

Minimum:

  1. Bachelor’s degree in accounting, planning, business, or related field or an equivalent combination of experience and education.
  2. Two years of budget preparation and/or financial monitoring experience.
  3. Two years of developing ROI’s and/or revenue cycle experience
  4. Computer proficiency in Microsoft Word, Excel, and PowerPoint programs.
  5. Excellent written and oral communication skills.
  6. Valid driver’s license and be insurable.
  7. Successful pass drug & alcohol testing, motor vehicle, education, character, & criminal background check.
  8. Able and willing to travel.

 

Preferred:

  1. Master’s degree in accounting, planning, business or related field. 1-2 years’ general finance/accounting/business experience
  2. Two years of Medical Practice revenue cycle responsibility and MGMA benchmarking data.
  3. One year experience working with Native Americans or Native American organizations.
  4. One-year Tribal Accounting experience
  5. Knowledge and understanding of Public Law 93-638” Indian Self-Determination Act.

 

Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe.  However, all qualified individuals are eligible. The Ponca Tribe of Nebraska is an at-will employer.
