About the Department

Under general direction, administers and coordinates construction projects and contracts. Work involves coordinating activities, reviewing project designs, monitoring and inspecting construction work, and representing the department on design issues. Employee is also responsible for providing customer service to residents impacted by construction activities. 

Position Duties

Department of Transportation

  • Provides project management services during the development, planning, and construction of new transportation facilities, renovations and improvements of facilities, and civil/site construction projects, and inspects completed projects. 
  • Monitors and inspects construction activities, materials, and workmanship to ensure scope, schedule, budget, and priority. Identifies any variances and takes corrective action.
  • Prepares and/or assists in the preparation of technical specifications and contract documents for bidding and award of construction contracts.
  • Coordinates the work of consulting engineers, consultants, and contractors.
  • Provides customer service to residents impacted by construction; responds to questions and requests for information/assistance; researches problems and initiates problem resolution.
  • Prepares or completes status reports, contract documents, contract change orders, engineering services amendments, or other documents.
  • Maintains a comprehensive and current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; maintains professional affiliations.
  • Provides reports and presentations to the Transportation Committee and County staff on the status of transportation projects.
  • Provides project management services for transportation projects defined as Tier 1 by the Virginia Department of Transportation (VDOT).
  • Assists senior County Transportation Project Manager staff in larger transportation projects defined as Tier 2 by VDOT.
  • Manages transportation studies needed to advance construction projects.
  • Provides assistance with regional, state, and federal grant applications for project funding in coordination with Transportation Planning staff and the Director of Transportation. 
  • Responds to citizen and County requests regarding transportation concerns and questions under the direction of the Land Use Engineer or Director of Transportation.
  • Provides technical assistance and expertise to county staff as needed.
  • Performs other related duties as required.

Minimum Qualifications

Associate’s Degree with course work emphasis in Civil Engineering, Construction Management, or a related field and two (2) to four (4) years of project management experience; Bachelor’s Degree in Civil Engineering, Construction Management or related field preferred; or any equivalent combination of education, training, and experience which provides the required skills, knowledge, and abilities. 

Must possess and maintain a valid Commonwealth of Virginia driver’s license.

Must obtain a VDOT Local Administration Program (LAP) Training Certification within 12 months of hire for positions with the Department of Transportation.

  • Knowledge of VDOT Locally Administered Program (LAP) regulations and other regulations governing transportation project studies and construction. 
  • Ability to understand and follow oral and written instructions. 
  • Ability to perform physical labor for extended periods of time, possibly under arduous conditions. 
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
  • Ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.
  • Ability to apply principles of persuasion and/or influence over others in coordinating activities of a project, program, or designated area of responsibility. 
  • Ability to read a variety of informational, engineering, and technical documentation, directions, instructions, and methods and procedures. 
  • Ability to write reports with proper format, punctuation, spelling and grammar, using all parts of speech. 
  • Ability to speak with and before others with poise, voice control, and confidence using correct English and a well-modulated voice.
  • Ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  • Ability to utilize consulting and advisory data and information, as well as reference, descriptive, and/or design data and information as applicable.
  • Ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; may include ability to calculate surface areas, volumes, weights, and measures.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal stress when confronted with an emergency.

PHYSICAL REQUIREMENTS
Must be physically able to operate a variety of equipment and tools, such as a motor vehicle, computer, printer, copy machine, fax machine, calculator, telephone, or surveying equipment. Tasks require the ability to exert very moderate physical effort in Medium Work, typically involving some combination of stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight (12-20 pounds). Tasks could be performed in arduous conditions. Requires the ability to inspect items for proper length, width, and shape, visually, with job-related equipment. Requires the ability to coordinate hands and eyes in using job-related equipment and operating motor vehicles. Requires the ability to handle a variety of items, job-related equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting or turning motions while coordinating the other hand with different activities. Must have moderate levels of eye/hand/foot coordination. Requires the ability to differentiate colors and shades of color. Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving the nature of sounds by ear). Must be able to communicate by telephone.
