Duties
Major duties and responsibilities include, but are not limited to: Responsible for initiating, conducting, and supervising assessments of intelligence, surveillance, and reconnaissance systems and programs. The incumbent is responsible for generating and evaluating alternative force postures and programs, and preparing issue papers on program alternatives for Deputy Secretary and Secretary of Defense decisions. Incumbent plans, directs, and oversees the analysis and evaluation of DoD systems and programs in her/his areas of responsibility, including such key considerations as force structure, force deployments, weapons systems capabilities, support systems and infrastructure, funding levels, manpower requirements, adequacy of the technology base, cost-effectiveness, changes in the threat environment, and national defense policy. Identifies issues and develops programmatic alternatives in areas of responsibility during the program review. Leads teams with representation from throughout the Department that gather and analyze data, refine and evaluate options, and, if appropriate, make recommendations. Prepares and presents briefings to the extant senior resource decision forums. Prepares critical evaluations of the cost-effectiveness and affordability of major defense acquisition programs in areas of responsibility, as reviewed by the Defense Acquisition Board (DAB). Guides the preparation of, reviews, and comments on Analyses of Alternatives. Provides reports to the DAB evaluating quality and completeness of the submitted documentation and drawing conclusions on the system alternatives. Provides affordability assessments to the DAB. Develops and advises on scientific methods of research and analysis for application to the evaluation of present and potential ISR programs. Develops or guides the development of mathematical models to evaluate the cost-effectiveness of existing and proposed weapons systems or to estimate the life cycle cost and operational benefits of ISR programs. Develops, guides the development of, or uses existing computer simulations to determine tradeoffs among various policy, force structure, weapon systems, or business application alternatives under a range of scenarios and conditions. Develops and establishes important measures of effectiveness for the various systems to serve as a basis for decisions on development and procurement of different or new systems. Reviews and evaluates studies, reports, and position papers developed by OSD components, the Services, and the Joint Staff, to evaluate their technical merits, accuracy of data, relevance to current DoD issues, and conformance to overall policy. Initiates additional studies or analyses as required. Personally conducts analyses of selected technical problems to support development of proposed recommendations. Prepares and coordinates reports and position papers, providing the assumptions, methodology, and technical basis for the conclusions and recommendations. Develops and documents alternatives and options that decisionmakers should be aware of and includes narrative text and appropriate tables, charts, graphs and other supporting material. Develops those sections of the Secretary of Defense policy and planning guidance that pertain to ISR programs. Determines and formulates policy objectives, planning assumptions, and criteria to be used by the Services as baselines for projecting and proposing DoD force programs to be included in the Future Years Defense Program. Reviews sections recommendations from the Chairman, Joint Chiefs of Staff, evaluating their impact on ISR programs and preparing comments and recommendations for change and improvement.
Requirements
You must be a U.S. citizen to qualify for this position. All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ 1: In- depth knowledge of U.S. military force planning and analysis including all aspects of the US Space Force (USSF) program, and DoD intelligence, surveillance, and reconnaissance systems, and demonstrated ability to develop and apply analytical models and techniques to evaluate the costs, effectiveness, and benefits of alternative U.S. military programs and systems. TQ 2: Demonstrated knowledge of the concepts and procedures used in a major resource allocation system such as the DoD's Planning, Programming, Budgeting, and Execution system (PPBES). EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. Education
THIS POSITION HAS A POSITIVE EDUCATION REQUIREMENT. TRANSCRIPTS MUST BE PROVIDED. Basic Requirements: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
