Duties

Serves as the Director of Security; Chief Security Officer, and supervisor for all NDU Security personnel. Provides executive level advice and authoritative guidance on the NDU Security program services and activities.,Interprets security policy originating from higher organizational levels; providing authoritative interpretation and guidance related to the mission and resolves issues involving conflicting security requirements.,Manages a substantial budget as well as significant contractual obligations related to security monitoring systems and modernization projects.,Manages NDU's Information Security, Operations Security, Privacy, Emergency Management and Industrial Security programs, NDU's COMSEC and SCI programs. Directs the NDU Physical Security program for two campuses, including contract support.,Management, technical and procedural guidance and oversight of the NDU Personnel Security program to include granting access and managing personnel security clearance investigations.

Qualifications

Specialized Experience: You must have at least one year of specialized experience equivalent to the level of difficulty and responsibility for the GS-13 grade level in the Federal service. Specialized experience is defined as experience managing a corporate security program, covering the full range of functions to include Personnel Security, Physical Security, Operations Security, Information Security and communications (to include privacy). Your resume must demonstrate experience 1) Developing and implementing security policies; 2) Overseeing a security program, ensuring proper access to sensitive or classified information and/or facilities 3) Directing security inspections, reviewing reports and addressing vulnerabilities. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education is not substitutable for specialized experience for this grade level. Official Transcripts: If the position you are applying for has a positive degree requirement or education forms the basis for qualifications (i.e. you would not qualify without the education obtained), you MUST submit transcripts with your application. Official transcripts are not required at the time of application outside of what is outlined above; however, official transcripts must be verified PRIOR to appointment. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration. This is a term appointment not to exceed 2 years. The appointment may be extended in 1-year increments up to a maximum period of 6 years. The selectee may be eligible for conversion to a career or career-conditional-appointment without further competition after two years of continuous Term employment, and at management's discretion. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC); Security Asset Protection Professional Certification (SAPPC) and Security Program Integration Professional Certification (SPIPC) within their first two years of employment. We may use this announcement to fill additional vacancies within 90 days of the closing date. This position is not covered by a bargaining unit.
