About the Department

Provides management, leadership and oversight of Jail Based Behavioral Services (JBBS) programs, including clinical oversight of the treatment programs within the Pueblo County Detention Center. Provides guidance, oversight and management of the grants received for treatment within the facility. Develops the direction and appropriate utilization of the funding received for treatment. Maintains integrity and fidelity of the treatment performed by employees and community agencies. Provides oversight of contracted treatment agencies within the facility and evaluates the progress/duties of employees, community agencies and providers involved with treatment inside of the facility. Prepares and presents reports and outcome measures in accordance with JBBS award criteria.

Position Duties

Essential Job Functions
  • Exercises direct, first-level supervision of positions, employees, operations and activities. Includes coordinating staff training, assigning and reviewing work, participating in the interview and selection process, making recommendations impacting pay, status and disciplinary action, evaluating performance independently or in conjunction with a higher level supervisor/manager and approving time off and approving staff timesheets.  
  • Establishes overall program direction and goals.
  • Oversees the development of comprehensive program policies, procedures, guidelines, and standards to ensure proper application and use.
  • Directs the development and maintenance of an information management system.
  • Administers the overall financial operations of a program(s) including developing the annual operating budget, monitoring financial actives, developing required budget reports, preparing justification for equipment, facilities, and staffing levels, and submits final program budget for executive management approval.
  • Resolves problems encountered during daily operations and determines standards for problem resolution. 
  • Keeps executive management informed of administrative and legislative issues or changes in a program(s) area.
  • Prepares program position in response to proposed legislation.
  • Testifies as a technical expert before legislative committees and in other public forums.
  • Directs the evaluation of a program(s) to determine if the program(s) is achieving its goals and objectives and meeting the needs of participants and the community.
  • Develops and recommends solutions for complex problems and highly sensitive issues, that cross functional and administrative boundaries, or where there may be significant coordination requirements that impact the future of a program(s).
  • Provides clinical supervision and oversight.
  • Directs the grant administration for a program area(s) and reviews and approves grant proposal applications.
  • Works to maintain and improve relationships with officials, other agencies, community groups, and state and federal departments to improve decision making capability and better implement services in controversial areas. 
  • Works outside regular work days/hours as needed.
  • Performs other duties as appropriate or necessary for performance of the job.

  • Ensures that employees observe all safety procedures and practices in order to prevent injuries or damage.
  • Schedules meetings with employees on regular basis to provide adequate information to ensure active communication at all levels.
  • Effectively manages multiple projects at once.
  • Effectively deals with stressful situations.
  • Easily adapts to sudden and unexpected changes in work assignments.

Minimum Qualifications

Candidatesmustbeatleast21yearsofage and haveahighschooldiplomaorGED.  A Master’s Degree in Counseling from a Council for Accreditation of Counseling and Related Education Programs (CACREP) approved program or equivalent or a Master’s Degree in Psychology, Sociology or related field with a Doctorate Degree from a CACREP approved program or equivalent is required. Licensed Professional Counselor (LPC) is required. A minimum of three years’ experience in developing, implementing, and administering programs is required.

The selection process includes, but is not limited to, a panel interview. Prior to employment, candidates will complete a background investigation, polygraph examination, and physical examination to include a drug screen. The expected duration of the selection process will not normally exceed two months. Candidates not selected may reapply in the future.
