Overview
St. George Tanaq Corporation (SGT) is an Alaska Native Village Corporation (ANC) founded in 1973 under the Alaska Native Claims Settlement Act (ANCSA). SGT manages extensive land holdings in the Aleutian and Pribilof Islands, balancing cultural heritage preservation, environmental stewardship, and economic growth for its shareholders.
Position Summary
SGT has been awarded an EPA Brownfields Community-Wide Assessment Grant for States and Tribes. We are seeking an EPA Grant Project Manager (Part-Time) to oversee this effort. This role ensures compliant execution of all grant activities, from planning through closeout, while supporting community revitalization and environmental restoration on St. George and Umnak Islands.
This position is part-time, hybrid remote from anywhere in the U.S., with hours that will ebb and flow depending on the needs of the grant. Travel of up to 20% annually may be required for site visits, stakeholder meetings, and conferences.
Responsibilities
Grant Lifecycle Management
- Serve as primary point of contact with EPA, Alaska Department of Environmental Conservation (ADEC), and other agencies.
- Oversee the full lifecycle: pre-award (procurement), implementation, monitoring, reporting, and closeout.
- Manage compliance with 2 CFR Part 200, CERCLA, ANCSA, and other federal requirements.
- Track budgets, expenditures, and deliverables; prepare and reconcile financial and technical reports.
Project & Stakeholder Engagement
- Facilitate Brownfields Advisory Committee (BAC) meetings, public outreach, and stakeholder coordination.
- Prepare and deliver presentations, fact sheets, public notices, and maintain a project webpage.
- Build partnerships with regulators, contractors, consultants, and community leaders.
Technical Oversight
- Coordinate environmental site inventories, Phase I/II ESAs, regulated building material surveys, cleanup alternatives analysis, and reuse planning.
- Manage Health and Safety Plans (HASPs), QAPPs, Sampling and Analysis Plans (SAPs), and Section 7/106 consultations.
- Integrate GIS and ACRES database reporting for site tracking and performance metrics.
Contractor & Risk Management
- Develop RFQs, negotiate and oversee contractor agreements, and review/approve invoices.
- Identify and mitigate risks related to remote logistics, weather, artifacts, UXO, and regulatory complexities.
- Ensure compliance with safety, quality, and environmental standards in coordination with SGT leadership.
Reporting & Compliance
- Submit Quarterly Progress Reports, annual Federal Financial Reports (FFRs), ACRES property profiles, and a final performance report.
- Conduct internal audits of grant operations, ensuring alignment with SGT policies and federal regulations.
- Provide regular status updates to SGT leadership and the EPA.
- Other duties as assigned.
Required Experience and Skills
- Minimum 3 years’ experience in project/grant management or environmental consulting, with knowledge of the grant lifecycle.
- Strong skills in budget tracking, compliance, and reporting.
- Proficiency with Microsoft Office Suite, grant management tools, and GIS.
- Strong written/verbal communication; ability to lead stakeholder engagement.
- Must possess a valid driver's license with a clear and satisfactory driving record.
- Ability to pass required Federal background screening / security check including basic and expanded investigations. Ability to obtain and maintain base/federal government site access clearance and customer approval.
- Excellent time management skills, capable of managing multiple priorities and short deadlines.
- Exceptional management and communication skills.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Education and Training
- Bachelor’s degree in Environmental Science, Geology, Engineering, Business/Public Administration, or related field required.
- Master’s degree or relevant professional certifications (PMP, PE, PG) preferred.
- HAZWOPER 40-hour certification with current refresher preferred.
Physical Requirements
- Ability to travel up to 20% annually, including to remote Alaskan environments.
- Physically able to walk long distances, climb, and carry equipment up to 50 lbs.
- Work in variable field conditions (heat, cold, dust, uneven terrain).
- Remote office work requiring prolonged computer use; occasional lifting up to 25 lbs.
- Must use PPE as required (gloves, boots, hard hats, respirators, etc.).
