Job Description
Projects include pump stations, water control structures, reservoirs, stormwater treatment areas and associated works. Incumbent will manage several related or similar projects simultaneously. Collaborates with technical representatives from other federal and state governing agencies associated with a project such as the Department of Environmental Protection and the US Army Corps of Engineers. Follows state-wide consistencies for engineering / construction initiatives with the other Water Management Districts.
The District is seeking an individual knowledgeable in design and construction processes and procedures. The candidate will be responsible for reviewing Scopes of Work (SOW) and technical documents for consistency to District standards; reviewing of Governing Board documentation; implementing, maintaining and updating processes and procedures; working with the Information Technology (IT) staff on a GIS database for construction projects; following up with project managers and construction managers on project cash flows and project tracking program; and other project support as assigned and/or identified.
Incumbent will be supporting the Project Management Section at a programmatic level to identify efficiencies in project and construction management processes; reporting and tracking of projects from design through construction and turnover. May conduct constructability reviews and construction-site inspections throughout all project phases. Incumbent provides, explains, and defends project information to Bureau managers and/or subject matter experts. Demonstrates solid technical knowledge, problem-solving skills as well as being a self-starter and effective communicator.
Position may be filled at the following levels, depending on applicant experience and qualifications.
Employment Guidelines/Experience:
Engineer Senior: Bachelor’s degree in engineering from an ABET/EAC accredited program and 6+ years of engineering experience. Engineering disciplines could include, but are not limited to, Civil, Structural, Mechanical, and Construction Engineering.
License: State of Florida Professional Engineer (PE) license is required. Valid State of Florida Driver’s License is required.
Engineer Staff: Bachelor's Degree from an ABET/EAC accredited program and 4+ years' experience that demonstrates measurable career progression within engineering discipline that can be applied to support the District's strategic goals and objectives. Disciplines for engineering education and experience requirements such as Civil, Construction, Electrical, Environmental, and Mechanical Engineering.
License: State of Florida Professional Engineer (PE) license is required. Valid State of Florida Driver’s License is required.
Engineering Specialist 4: Bachelor’s Degree from an ABET/EAC accredited program and 4+ years of experience that demonstrates measurable career progression within engineering discipline that can be applied to support the Engineering and Construction Bureau’s work plan and the District’s business plan and strategies.
License: Incumbent continues the process for attaining State of Florida Professional Engineer license including the Engineer-in-Training (EIT) designation and continuing to accumulate acceptable experience for work time licensure requirements. EIT is preferred but not required.
Physical Requirements/ Working Environment:
Work environment will consist of office and field work in over 16 counties in south Florida. At times the incumbent will be required to perform field work at remote sites in support of the inspection programs, water control features troubleshooting, and operation and maintenance needs.
Due to the District’s response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
