DESCRIPTION

Pretreatment Manager is responsible for developing and implementing the City of Lufkin's Industrial Pretreatment Program in compliance with local, federal, and state regulations. Must be familiar with the TCEQ-approved City of Lufkin Pretreatment Ordinance and must recommend changes as needed to comply with changing federal laws.

QUALIFICATIONS

  • Bachelor's degree in environmental science, chemistry, or a related field, preferred.
  • Minimum of 5 years of experience in wastewater treatment, environmental compliance, industrial pretreatment, or a similar role.
  • Experience with pretreatment program implementation, compliance with federal/state/local environmental regulations, and industrial processes.
  • Strong knowledge of federal and state regulations related to pretreatment programs.
  • Excellent communication and interpersonal skills.
  • Proficiency in using environmental compliance software and Microsoft Office applications.
  • Ability to work independently and manage multiple projects simultaneously.
  • Possesses a Class "C" Wastewater Operator License.
  • Must possess a valid Driver's License at time of placement.

KNOWELEDGE, SKILLS, AND ABILITIES

  • Knowledge of wastewater chemistry, treatment processes, and technologies is essential for evaluating industrial discharges and ensuring they meet regulatory requirements.
  • Knowledge of water quality standards and the parameters used to measure and assess water quality, such as BOD (Biochemical Oxygen Demand), pH, TSS (Total Suspended Solids), etc.
  • Knowledge of proper sampling techniques, laboratory analysis, and data interpretation to assess the quality of wastewater discharges.
  • Skills in effective written and verbal communication.
  • Ability to identify compliance issues, investigate their root causes, and develop effective solutions to address them.
  • Ability to assess the environmental and health risks associated with different pollutants and discharges.
  • Ability to establish and maintain an effective working relationship with other staff members and the public.

MAJOR DUTIES

  • Manage and oversee the operation of the pretreatment program, including scheduling industrial wastewater sampling, testing, and analysis, issuing wastewater discharge permits, notices of violations, compliance orders, and penalty assessments as required.
  • Ensure industrial users are compliant with their wastewater discharge permit requirements based on analytical sampling results, monthly discharge monitoring reports, inspection findings, and permit application contents.
  • Perform annual on-site industrial inspections and prepare written reports containing the findings.
  • Review and evaluate industrial pretreatment permit applications, site plans, and schematics.
  • Perform annual industrial waste surveys to identify new sources of commercial waste and update the Master List of industrial users.
  • Assist in the development and updating of technically based local limits for industrial pollutants.
  • Collaborate with regulatory agencies, industrial users, and internal stakeholders to address compliance issues and resolve conflicts.
  • Have a working knowledge of portable sampling equipment, collection procedures and techniques, preservatives, holding times, methods, chains-of-custody, etc.
  • Coordinate with other City departments to complete projects and assist in the annual budget proposal for the pretreatment program.
  • Conduct quarterly and annual stormwater inspections and sampling of the WWTP facility and annual employee stormwater training.
  • Supervise pretreatment technician and coordinate their work schedule.

This position is an essential service position and will require providing services during emergency situations.
