Lorain County Community College is seeking a hands-on Payroll Manager to lead and oversee the College’s full-cycle payroll operations, including wage calculations, tax withholdings, compliance reporting, and audits. This is an essential Professional/Technical position responsible for in-house payroll and benefits processing and reporting for multiple employee classifications. As an essential College position, work must continue during occasional campus closures or other disruptions, to ensure employees are paid timely and accurately. While supervising payroll staff members, the Payroll Manager also calculates certain pay; reviews and calculates taxes, benefits and other deductions; reviews supporting documents to ensure accuracy and compliance with policies and procedures; and coordinates with payroll staff and the Controller’s Office to ensure that payroll-related accounts are reconciled timely. In addition, the Payroll Manager partners closely with Campus Technologies and external consultants to test payroll software updates and ensure system changes never disrupt payroll accuracy. This is a unique opportunity to step into a well-established position held by a long-serving leader who is retiring. To ensure a smooth transition, the outgoing incumbent will serve as a coach – providing valuable guidance, sharing institutional knowledge, and supporting the new manager in learning key systems and processes. This collaborative onboarding experience is designed to set the new leader up for long-term success.
As Payroll Manager, you will:
- Oversee all payroll functions, ensuring timely and accurate biweekly processing for multiple employee classifications (exempt and non-exempt); some paid to date and others paid in arrears.
- Calculate employee pay, benefits and tax deductions, and review calculations performed by software and staff members to ensure accuracy, sometimes using comparison reports.
- Supervise payroll staff, providing guidance, performance feedback, and professional development opportunities.
- Develop and maintain strong working relationships with Human Resources, Controller’s Office, Campus Technologies, and other College staff and consultants.
- Calculate and schedule payroll-related payments and prepare or review monthly, quarterly, and annual federal, state, local and other payroll reports (e.g., 941, W-2, unemployment, workers’ compensation).
- Ensure compliance with payroll-related regulations, policies and procedures including FLSA minimum wage and overtime and retirement plan requirements and reporting.
- Manage payroll-related tax and other filings, such as retirement contributions, garnishments, and vendor payments.
- Coordinate with Campus Technologies and designated consultants to review and test payroll software updates, ensuring employees continue to be paid accurately after every change. Assist with creating and managing support tickets if needed, for issues identified.
- Review and communicate payroll-related policies and procedures, and recommend policy/procedure changes to leadership.
- Identify and recommend process improvements to prevent errors and enhance accuracy, security, and efficiency.
Qualifications
Required Qualifications:
- Bachelor’s degree or an equivalent combination of an Associate’s degree and related experience.
- 5 years of experience, independently running/managing payroll cycles using in-house software.
- Proficiency with Microsoft Excel and payroll/financial systems.
- Strong attention to detail, accuracy, and organizational skills.
- Solid knowledge of payroll regulations, compliance requirements (including FLSA minimum wage and overtime), and reporting.
- Proven ability to manage processes, projects, and staff effectively.
- Direct experience responding to employee payroll inquiries.
Preferred Qualifications:
- Experience managing payroll-related reporting and audits.
- Experience with multi-state withholding and reporting.
- Experience with payroll-related liability and other account reconciliations.

Starting Salary $78,000. The salary is commensurate with experience and supported by a comprehensive fringe benefits package.
