Are you in?Primary Purpose:PRIMARY PURPOSE OF POSITION
Lead and direct the Utility regulatory policies and strategies including: The development and implementation of rate strategies for the Utility product lines; Analyzing and influencing successful outcomes on regulatory policies; The design, filing and administration of retail tariffs; Ensuring the timely processing of informal and formal customer complaints; Acting as the Company interface with the Utility Commission; Working closely with Utility management and the Commission to ensure Company Compliance with Commission regulations; working with Exelon Utilities to ensure alignment of regulatory policies and strategies. Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.
Primary Duties:PRIMARY DUTIES AND ACCOUNTABILITIES
- Oversee optimal Exelon approach to enhancing and maximizing Exelon's revenues through the development of strategic direction in the regulatory environment while maintaining a consistent external position for Exelon. Oversee new sources of revenue through new tariff development as well as utilization and interpretation of existing electric and gas tariffs to generate new revenues in the tens to hundreds of millions of dollars.
- Oversee the preparation, filing and participation in commission proceedings involving Electric and Gas ratemaking, including specific cost recovery mechanisms and base rate cases in accordance with regulatory strategies.
- Lead and direct to Senior Management Commission regulatory strategies to ensure fair recovery of expenses.
- Oversee the implementation of the Electric and Gas Tariffs to maximize revenue, including the interpretation and communication of tariff issues for both internal and external customers.
- Oversee the development of new rates and pricing policies, including cost allocation and rate design in response to changing business needs, customer needs and markets.
- Provide expert testimony at litigated Commission proceedings concerning Electric and Gas ratemaking and tariff issues. Represent Utility at the Commission and to other outside organizations regarding rates and tariff issues. Interface and work collaboratively with other departments in Utility and Exelon.
- Oversee timely completion of commission mandated reports on consumer complaints to maintain compliance with regulations and to increase the company's responsiveness to commission measurements and key indicators.
- Provide leadership to the Regulatory Affairs management team. Provide timely and accurate feedback regarding performance and operations
- Represent Exelon to state, county, local and community officials, engage in community activities, serve on the boards of directors of other organizations as appropriate and maintain relationships with community, business and political leaders
- The level of autonomy in decision-making is very high due to the complexity of issues and the numerous negotiations involving electric and gas rates, and other regulatory matters that have a business impact, representing tens and even hundreds of millions per year.
- Attend political and community events, board meetings, fundraisers, etc. 10-15 times per month (evenings or weekends) depending on time of year.
- Travel to state capitol 20% of time.
- Manage department of direct reports, indirect reports, and contract staff.
- Internal contacts include senior management as well as personnel at all levels in various organization throughout the Company. External contacts include state regulatory Commission; outside attorneys including those that represent the Company and those that represent other parties in litigation involving Company tariffs; counterparts from other utilities; high-profile and influential customers, their agents, customer consultants, and other customer representatives.
- Interactions require satisfactory disposition, ability to adjust, skill in selecting appropriate courses of action, and diplomacy. Cooperation, tact, excellent judgment, and persuasiveness are essential to advance the Company's position or to prevent measurable negative impact on the Company's credibility, image and/or business.
- Bachelor's degree in Business, Accounting, Engineering, or related
- A minimum of 15 years' experience in energy industry
- At least Five (5) years' experience in managing in a deregulated market environment.
- A fundamental understanding of the electric industry and key policy issues affecting the industry
- Ability to manage multiple issues simultaneously, bringing each to resolution
- Exceptional verbal and written communication skills including strong presentation skills
- Ability to build effective relationships at all levels, both internally and externally.
- Team oriented with proven record in a high performance culture
- Ability to develop numerous business and political relationships with legislators, regulators, and other parties that impact our business.
- Demonstrated detailed knowledge of corporate tariffs, government regulations, revenue requirements, and risk management.
- Demonstrated ability to build consensus, establish trust, communicate effectively among external and internal stakeholders to maximize solutions to complex regulatory and financial issues.
- Proven ability to develop solutions to resolve complex financial and regulatory issues involving tens of millions to hundreds of millions of dollars annually.
- Demonstrated complex negotiation skills necessary to resolve issues of significant financial impact and image to the Corporation.
- Master's degree in business, engineering or related field.
- Demonstrated business acumen and project management skills.
- A wide network of contacts within the business community, state and local government, elected officials, and public interest groups.
- Demonstrated leadership ability in a high performance culture.
- Annual salary will vary based on a candidate’s skills, qualifications, experience, and other factors: $228,800.00/Yr. – $314,600.00/Yr.
