General Description and Classification Standards
This Financial Analyst will perform financial and accounting processes for Payroll Reporting and all activities involved with the Oracle System set-up and maintenance. This includes budget monitoring, and payroll discrepancy transactions and reconciliations. He/she will enforce policies and procedures to ensure compliance with federal guidelines, federal agency guidance and the supplemental guidelines. Establishing a working collaborative relationship with various departments and agencies will be required to be successful in this job.
Decision Making
Provide departmental assistance to ensure compliance with the City of Atlanta and the Department of Finance’s policies and procedures and ensure the accurate and timely recording of financial information in the City’s accounting system.
Coordinate with the various managers and departments as necessary, for the efficient and effective financial management payroll in Oracle.
Reconcile overtime usage of various funding sources to ensure that expenditures are reasonable, allocable, and allowable according to the department and all federal, state and local regulations.
Assist in monitoring departmental Payroll activities by performing reconciliations and analytical reviews of bi-weekly payrolls.
Prepare accurate required reports for timely submission to awarding agency.
Assist in the year-end processes. Analyze revenue and expenditure activities at year end for any unusual differences. Prepare year-end analysis of balance sheet accounts and reconciliations in accordance with GASB reporting requirements. Complete tasks supporting year-end activities.
Assist in the facilitation of the Single Audit and issuance of the Single Audit report to meet the annual audit deadlines. Help monitor and facilitate other audits of department grants required by federal, state, and local regulations and grant agreements. Review findings noted during the various audits, coordinate departmental responses and assist departments as needed to address and/or resolve findings.

Knowledge, Skills & Abilities
• Intermediate level skills in Excel, Word, and PowerPoint
• Knowledge of Governmental Payroll Standards
• Knowledge of Municipal government administration and functions.
• Working knowledge of ERP Systems, preferably in Oracle
• A BS Degree in Business, Accounting or Finance, or Management plus a minimum of 4 years of accounting experience, preferably in a government setting.
• Excellent verbal and written communication skills
Minimum Qualifications Education and Experience
• Bachelor’s degree in Business, Accounting or Finance, or Management. Proven experience (4 years) experience in Payroll Operations.
Preferred Education & Experience
• Ability to analyze financial data and reconcile accounts.
• Advanced skill in the use of computers in accounting spreadsheet applications.
• Advanced level skills in Excel.
Licensures and Certifications

Work Schedule:
This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.
