The City's Zoning Inspector performs responsible technical work to support administration and enforcement of the City Development Code through investigation and enforcement. Works under general supervision and reports to the Zoning Administrator.

The preferred hiring range for this position is between $25.31 - $29.85 ($52,644.80 - $62,088.00). Starting offer is based on applicable education, experience, and internal equity. - The City of Charlottesville manages its own retirement system which offers both a defined benefit and a defined contribution option. Position Duties
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. - Responsible for assisting the Zoning Administrator with the administration and enforcement of the Development Code and other related ordinances.
- Conducts Certificate of Occupancy inspections and other site-specific visits during the construction phase of development projects.
- Ensures new developments comply with zoning regulations by conduction reviews, on-site inspections, as well as post construction completion, permit review and other related tasks.
- Provides special focus on reviewing and enforcing tree preservation plans and developing and enforcing the City’s Tree Permit Program.
- Conducts inspections to ensure compliance with zoning regulations and investigates alleged violations.
- Coordinates work with other departments and agencies.
- Prepares and sends zoning violation letters and facilities the reinspection process.
- Sends written notices and summonses to property owners, tenants, and businesses concerning ordinance violations; prepares court cases involving court action and testifies in court as needed.
- Prepares a variety of reports, correspondence, and presentations.
- Maintains records and prepares regular inspection reports.
- Research property and zoning histories and prepares reports.
- Operates a vehicle in the performance of job duties.
- As necessary, initiates legal action and presents evidence in court.
- Responsible for appropriate use and maintenance of City equipment, tools, and other resources, including work time.
- Regular and reliable attendance.
- May represent the department at community meetings regarding community tree initiatives.
- Performs additional duties to support operational requirements as apparent or assigned.
Minimum Qualifications
Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.
- High School diploma or GED AND at least 1 year of experience, and general knowledge of code enforcement, law enforcement, building construction conceptual and administrative processes.
- An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
- Arborist Certification or relevant experience in landscape design or urban forestry.
- Virginia Association of Zoning Officials’ Certified Zoning Official (CZO).
- Must obtain and maintain a valid Virginia driver’s license and acceptable driving record according to city criteria.
- Required to successfully pass a pre-employment background check and pre-employment drug screen.
Knowledge, Skills, Abilities and Other Characteristics:

- General knowledge of code enforcement, building construction, and related administrative processes.
- Intermediate: ability to read and understand written materials such as applicable laws, codes, regulations, newspapers, magazines, journals, multi-step instruction manuals, and reference materials. Ability to read and interpret plans and specifications of ordinary complexity in a timely manner and accurately compare with construction in process.
- Intermediate: ability to organize data and write clear and concise reports, prepare materials such as business letters, explanations, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
- Intermediate: ability to deal with number systems; simple formulas, practical application of fractions, percentages, ratios/proportions and measurement.Applies systematic multi-factor analysis, trend analysis, and other forms of data analysis.

Other Qualifications
Physical Demands:
- Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull or otherwise move objects.
- Operates a computer and other office productivity machinery, such as calculator, copy machine, and printer. Occasionally moves about inside the office to access filing cabinets, office machinery, etc.
- Field work requires traversing the interior and exterior of buildings, construction sites, and structures including uneven terrain and obstructions. Must be able to climb, crawl, stoop, and safely maneuver at indoor and outdoor work sites.
- Must be able to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations. Regular interaction with citizens, business groups, and vendors.
- Ability to observe details at close range (within a few feet of the observer).
- Typically requires use of standard office equipment and telephone, and related software and hardware; and any other equipment as appropriate or as assigned.
- Requires the use of construction tools and inspection equipment.
- A combination of on-site inspections and a standard office environment. Required to climb, crawl, and access various areas within or around buildings, properties, and construction sites or during emergencies.
- Work requires visiting construction sites and exposure to all weather conditions, extreme temperatures, extreme brightness/darkness, moving mechanical parts, electrical hazards, chemicals/hazardous waste, gases, fumes/airborne particles, dust and pollen, animals/wildlife, and traffic.
- The noise level varies from moderate to loud depending on work site.
