Position: Senior Manager, CLEAR (Cuyahoga-Lorain Employment and Reentry Program)
Reports to: Director of Community, Reentry and Young Adult Programming
Positions Supervised: 5
FLSA Status: Exempt
Salary Range: $60-65,000
BACKGROUND: Founded in 1976, Towards Employment is a non-profit leader in providing innovative solutions to move people out of poverty, into quality jobs and along a career pathway. Towards Employment offers a continuum of support to low-income individuals preparing to enter the workforce or looking to advance from low-wage employment while also fulfilling the staffing needs of local employers.
OVERVIEW: The Senior Manager oversees the CLEAR program, a US Department of Labor (DOL) funded initiative operating in 4 correctional facilities across 2 counties focused on providing a continuum of services that start pre-release and provide participants with credentialed training and connections to family sustaining jobs with pathways for advancement. The program will serve 400 participants and works with multiple contracted partners, including Lorain Community College, Lutheran Metropolitan Ministries, and Goodwill/Lorain. They will supervise a cross-functional team to ensure that program activities, objectives, outcomes and reporting requirements are met or exceeded. This includes coordinating pre-release services and post release connection to services housed at Towards Employment and or community partners, ensuring quality delivery of services, and oversight of the program budget, and reporting requirements. Responsible for project management duties including sub-recipient and subcontract management, relationship building and interaction with Cuyahoga County and Lorain County jail leadership, partners, and funder.
Key Areas of Responsibility
- Program management: establish and communicate program goals, develop dashboard to monitor progress, establish shared accountability with functional teams.
- Partnership building & relationship management: develop and maintain relationships with partners, oversee and continuously improve engagement with the criminal justice system, and community organizations involved with the program. Develop regular communication with stakeholders regarding Program progress and impacts.
- Team leadership: build and lead teams with the skills and a shared vision to meet the goals of a complex program.
Requirements
- At least five years’ experience managing activities related to workforce development, community and economic development and/or direct services for economically disadvantaged populations; bachelor’s degree in social work, criminal justice, or economic development a plus.
- Previous experience managing federally funded program(s) and a deep familiarity with programs and budget requirements.
- Previous experience and passion for working with justice impacted individuals.
- Ability to work in a flexible, collaborate work environment.
- Excellent relationship building and demonstrated ability to work with people from diverse cultural, socioeconomic, racial, and educational backgrounds.
- Team player with the ability to exercise good judgment in a rapidly changing – and sometimes stressful – environment.

Computer Skills
- Proficient with computers, Competency with Microsoft Office Suite including Word, Excel, Power Point, Publisher, Outlook, and Internet. Experience and knowledgeable with electronic case management tracking systems (databases).
