The Lead Technician for the Inside Plant/Outside Plant/QA team will be responsible for ensuring location and marking underground and aerial telecommunication cables, including fiber optic cables, copper cables, and coaxial cables. Responsible for manholes being inspected and properly maintained. Ensuring cable remediation includes splicing. The candidate will lead Inside Plant/Outside Plant Technicians to accurately identify the location of the cables and ensure they are properly marked for excavation and construction activities.


This position will include quality assurance which entails a mastery level of expertise for Outside Plant and Inside Plant. They will track assigned workflow; audit schedules of recurring tasks; document completed jobs, including materials used; obtain material quotes; and track progress and productivity. Expertise in managing, tracking and resolving service tickets using the Army Enterprise Service Management Platform (AESMP). They will implement the Quality Control Plan; administer the Health & Safety Plan; and assist with site surveys.


Capable of performing cable testing and operation of test equipment associated with all cable systems testing as well.


Requirements

 Qualifications:

  • • High school diploma or equivalent.
  • • 5 years of supervisory experience and 7 years of Inside Plant/Outside plant telecommunications infrastructure installation and maintenance providing customer service.
  • • Knowledge of outside plant telecommunications infrastructure, including fiber optic cables, copper cables, and coaxial cables.
  • • Familiarity with industry standards and guidelines.
  • • Ability to read and interpret blueprints, maps, and schematics.
  • • Experience with cable splicing, termination, and testing.
  • • Strong communication skills and ability to work effectively in a team environment.
  • • Ability to work outdoors in varied weather conditions.
  • • BICSI Technician Course /Certification (TE-350) or
  • • BICSI Installer 2 Optical Fiber/BICSI Installer 2 Copper Certification
  • • Knowledge in AESMP Ticketing System
  • • Experience in fiber testing using an OTDR or power meter
  • • OSHA Permit Required- Confined Space
  • • Secret Clearance
  • • Valid driver's license.

Physical Requirements:

  • Ability to lift up to 50 pounds.
  • Ability to work in confined spaces and at heights.
  • Ability to walk, stand, bend, and kneel for extended periods of time.
  • Ability to use cable locating equipment and tools.

Responsibilities:  

  • • Install and maintain outside plant telecommunications infrastructure, including fiber optic cables, copper cables, and coaxial cables.
  • • Troubleshoot and repair cable faults and service outages.
  • • Conduct splicing, terminating, and testing of cables.
  • • Install and configure network equipment, such as routers, switches, and optical network terminals.
  • • Assist in the design and planning of outside plant telecommunications infrastructure.
  • • Provide technical support to customers and field personnel.
  • • Maintain accurate records of installation, maintenance, and repair activities.
  • • Comply with safety regulations and guidelines to ensure a safe working environment.
  • • Perform preventative maintenance inspections (PMI) on manholes, poles, and pedestals documenting results on standardized documents.
  • • Experienced in Fiber Test equipment for taskings; cable certification, fault detection, tracing circuits and network troubleshooting
  • • Provide suggested actions to improve processes, resolve defects in workmanship, or guide construction efforts towards successful completion to the Fort Bliss NEC.
  • • Experience and Knowledge with Army/AESMP Ticketing Systems
  • • Perform other duties as assigned.
