We are seeking a Technical Specialist with a strong background in civil engineering, particularly in land development and municipal engineering, to play a key role in advancing quality assurance and quality control efforts within T&M’s Community & Land Development Market. This position will focus on supporting and guiding project teams to ensure deliverables meet the highest standards of quality, technical accuracy, regulatory compliance, and client satisfaction.

This individual will serve as the primary expert responsible for developing and enforcing QA/QC protocols, reviewing engineering deliverables, leading technical training programs, and contributing to continuous improvement initiatives across our NJ and PA offices.

Key Responsibilities

  • Develop and Implement QA/QC Standards: Create, oversee and maintain a quality assurance program to improve the quality and consistency of our engineering deliverables. This includes protocols, checklists, and standard operating procedures for civil/site design projects. Leverage technology and tools to streamline workflows, improve clarity, reduce errors and facilitate rapid integration of new technical hires into QA/QC framework.
  • Technical Reviews: Conduct detailed QA/QC reviews of design plans, specifications, reports, and calculations for conformance with company standards, client expectations, and regulatory requirements.
  • Internal Training & Mentorship: Design and deliver technical training sessions and workshops to promote best practices, improve quality, and ensure staff development across teams.
  • Project Support: Collaborate with project managers and design teams during key project phases to proactively identify and resolve technical issues.
  • Process Improvement: Identify recurring quality concerns or inefficiencies and lead continuous improvement efforts in tools, workflows, and design practices.
  • Cross-Office Collaboration: Support QA/QC initiatives across all NJ and PA offices, ensuring consistency and knowledge sharing throughout the company.

Qualifications

  • Bachelor’s degree in Civil Engineering (required); PE license required
  • 10+ years of civil engineering experience, with a focus on land development & municipal engineering projects
  • Strong understanding of local and regional regulatory requirements (NJDEP, PADEP, stormwater management, etc.).
  • High level of technical proficiency & strong background in development of design drawings and technical specifications for civil engineering projects, as well as experience in civil engineering construction phase service.
  • Proven experience developing QA/QC standards and conducting technical QA/QC reviews.
  • Strong attention to detail, highly organized and systematic in approach.
  • Ability to mentor and lead others, and communicate complex technical information clearly.
  • Proficiency in civil engineering design tools such as AutoCAD Civil 3D, StormCAD, HydroCAD, etc.
  • Excellent organizational, analytical, and problem-solving skills.
  • Familiarity with project management tools and workflows is a plus.

 

T&M Associates is committed to pay transparency and equitable compensation practices in compliance with applicable laws. T&M estimates that the salary range for this position will fall between $126,000 – $164,000The actual salary offered may vary within this range, depending on a variety of factors including the candidate’s experience, educational qualifications, specific skills and knowledge, as well as internal pay equity and geographic location.
