Position Summary:
Analytic Services Inc. (ANSER) is seeking a Senior Technical Editor and Correspondence Manager to support the Office of the Assistant Secretary of Defense for Nuclear Deterrence, Chemical, and Biological Defense Policy and Programs OASD (ND-CBD), which falls under two Undersecretaries of Defense (Policy and A&S). In this role, you will be responsible for correspondence management; writing, editing, and formatting staff action packages, publications and supporting documentation prepared by senior leadership and policy analysts.
Day to Day Responsibilities:
- Develop and implement effective methodologies for monitoring staff actions, including monitoring the inputs and outputs of all ASD(ND-CBD) tasks, regardless of origin.
- Provide editing and quality assurance support for all ASD(ND-CBD) generated correspondence.
- Provide oversight and direction to DASD level correspondence managers and editors to ensure compliance with ASD(ND-CBD) and DoD correspondence policies and standards.
- Manage and track correspondence within the office, across OSD and the interagency to include monitoring various OASD (ND-CBD) assignments using the CATMS system to ensure timely and coordinated responses.
- Liaise with other Office of the Under Secretary of Defense (Acquisition & Sustainment) (USD(A&S)) and Under Secretary of Defense for Policy (USD(P)) offices to monitor assignments for ASD (ND-CBD) RAHs. Coordinate, develop, and manage ASD (ND-CBD) Read Ahead (RAH) package preparation.
- Monitor congressional issues that influence OASD (ND-CBD) and track required congressional report responses.
- Monitor FOIA and issuances for OASD(ND-CBD).
- Develop effective communications with all OASD (ND-CBD) components and other OSD offices, including the OUSD(A&S) and OUSD(P) Front Offices.
- Assist with managing and refining the Programs OASD (ND-CBD) hard copy and electronic filing system to ensure records are properly maintained, organized, and in a user-friendly storage convention.
- Assist with office management duties including calendar and conference room management, greeting visitors and other general office functions as needed.
- Provide direction and guidance to junior correspondence managers in the ASD(ND-CBD).
- Other duties as assigned.
Required Qualifications:
- Must possess a Top-Secret with SCI eligibility.
- Bachelor’s degree plus 10 years or more years of relevant experience is required.
- Experience in technical writing/editing or managing correspondence including proofing, identifying and correcting document errors in grammar, punctuation and spelling.
- Experience collaborating with senior government leaders and officials.
- Must be proficient in Microsoft Office Suite (e.g., Word, Outlook, Excel, PowerPoint) and Adobe Acrobat.
- Must be willing and able to work at the customer site in support of senior management or executives with little supervision for sustained periods.
Preferred Qualifications:
- Advanced degree in English
- Highly organized with a demonstrated ability to multitask, prioritize, and deliver high-quality work in a fast-paced work environment.
- Prior experience working in an Office of the Secretary of Defense (OSD)/Joint Staff/Interagency environment.
- Knowledgeable and experienced in DoD/OSD Correspondence processes and mastery of the Correspondence and Task Management System (CATMS).
- Experience with Records and Information Management (RIM) marking and handling federal records in accordance with the Federal Records Act, DoD Records and Information Management Directives, NARA regulations and guidelines, and OSD Policy.
- Knowledge and experience understanding the nuclear deterrence, chemical, and biological domains.
