About the Department
We are seeking a Librarian to lead our K – 5th Grade Programming and Services. Are you an experienced and motivated public service leader with a heart for people and who takes ownership of your work? This position oversees and sets the vision for K – 5th Grade programming and services for the library system and coordinates literacy programming across Siouxland Libraries branches. This position also uses hospitality to perform in-depth library service involving extensive public contact, while leading a team at the Downtown Library. Position Duties
1. Plan, organize, coordinate, supervise, and evaluate the administration of the following general functions as assigned, as well as establishing goals, strategies, and objectives including, but not limited to, the following:
Acquisitions Management
Cataloging and Processing of Library Materials
Collection Development
Electronic Resources Management
Interlibrary Loan
Library Software Management
Program Development
Public Services
Staff Training
Website Management
2. Supervise, train, schedule, and coordinate and oversee work assignments for employees and volunteers. Make recommendations relative to hiring, discharge, layoffs or suspensions, disciplinary actions, performance evaluations, and the adjustment of grievances. Maintain regular contact with supervisor.
3. Interpret and communicate Library policies, procedures, and services to customers, staff, and volunteers.
4. Assist in the development, review, modification, maintenance, and implementation of Library policies as established by the Library Board for assigned responsibilities.
5. Prepare and submit annual budget requests related to assigned responsibilities. Monitor assigned budget to ensure operations are maintained within budget limitations.
6. Compile, analyze, and provide reports and project updates. Submit statistical reports for areas under assigned responsibilities.
7. Perform lead role for projects, resources, or functions as assigned.
8. Perform public service work as assigned, assisting customers to effectively use library services.
9. Maintain orderliness of library collections including shelving, reading shelves, and merchandising.
10. Order supplies maintaining necessary records and file to support purchase order and purchase card expenditures.
11. Train full-time and part-time staff concerning specific library functions and programs.
12. Perform other duties and functions as are necessary or incidental to the proper performance of this position.
Minimum Qualifications
Graduation from an accredited college or university with a bachelor’s degree in business administration, public administration, or related field with a minimum of two (2) years of library experience and demonstrated areas of progressive responsibility; or any such combination of education, experience, or training as may be acceptable to the hiring authority.
Graduation from an accredited college or university with a master’s degree in library science is desirable.
Must be willing to work evenings, Saturdays, and Sundays as required.
Possession of a valid driver’s license is desired.
Other Qualifications
Knowledge of and ability to apply principles of library theory, practices, methods, and trends and local practices, procedures, and policies.
Knowledge of library collections and formats, including print, electronic, and nonprint resources.
Ability to use Microsoft Office-based business software applications, library-specific software applications, and website/social media applications.
Skill in effecting good customer and vendor relations including the ability to function effectively and remain calm in confrontational and stressful situations.
Ability to communicate effectively with staff and public, both orally and in writing.
Skill and ability to prepare, interpret, and understand financial, statistical, and technical reports, research papers, and documents.
Ability to multitask and manage multiple projects and adaptability to changing priorities to meet demands of the business.
Skill in analyzing customer information needs and to answer questions using library resources.
Ability to plan and carry out activities in accordance with department priorities and in support of overall library functions.
Ability to train and supervise Library and nonprofessional staff.
Ability to develop and conduct training seminars and make presentations.
Ability to plan and coordinate the work of others.
Ability to analyze data, processes, and procedures; develop meaningful reports; and make recommendations based on that analysis to improve service and efficiency.
Ability to maintain confidentiality and integrity of Siouxland Libraries.
Ability to establish and maintain effective working relations with elected, appointive, midmanagement, and other Library and City employees.
Must have mobility and ability to perform field duties in various locations throughout the library system.
