About the Department


The Office of State Parks (OSP) serves the citizens of Louisiana and visitors by preserving and interpreting natural areas of unique or exceptional scenic value, planning, developing and operating sites that provide outdoor recreation opportunities in natural surroundings, preserving and interpreting historical and scientific sites of statewide importance and administering intergovernmental programs related to outdoor recreation and trails. 

The purpose of this position is to serve as the principal assistant to the Assistant Secretary with administrative line authority over Section Heads and Operations, to direct the programs of the Office of State Parks. The position leads in the administration of programs, more than 90% of which are dispersed statewide, to ensure adherence to the agency's mission to preserve, protect, and interpret the natural areas of unique or exceptional scenic/cultural value. 

Position Duties

Two years of the required experience for the following minimum qualifications must have been at the managerial level or above:

Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

A bachelor’s degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Directs the work activities of all programs in the absence of the Assistant Secretary, or when so delegated.

  • Serves as principal assistant to the Assistant Secretary with administrative line authority over all programs. 

  • Meets with officials of federal, state, and local agencies, legislators, professional organizations, and interested groups, on maters relating to the office. 

  • Reviews current and long-ranger agency programs, plans, and polices to identify and resolve areas of conflict. 

  • Evaluates performance of agency Section Heads and District Managers, along with the quality of work produced by their subordinates. 

  • Reviews and evaluates Section goals, objectives, and tasks to provide guidance when needed. 

  • Coordinates planning for the acquisition, development, and operation of new and expanded state park and historic site facilities. 

  • Works with Human Resources Director and agency counsel to appropriately and legally handle escalated personnel matters. 

  • Coordinates staff involvement in the preparation of the agency's annual operating budget in excess of $30,000,000. 

  • Oversees the allocation of 729 funds for reinvestment in repairs, maintenance, and improvement of agency resources. 

  • Engages in the development of capital outlay budget essential to the ongoing expansion and/or improvement of statewide agency resources. 

  • Reviews and revises rules, regulations, and policies governing the operation of the agency for the purposes of advising the Assistant Secretary. 

  • Works with Human Resources Director and agency counsel to keep agency in compliance with governmental policies & laws regarding FMLA, ADA, EEOC, minimum wage, etc. 

Position-Specific Details:

Appointment Type: Probational, Promotional, or Detail to Special Duty
Location: State Parks Administrative Office, in Baton Rouge, LA 
Work Schedule:  The State Parks Administrative Office is open Monday-Friday, typical office hours are 8am-4:30pm. This position will work full-time hours, 40 hour work week. Schedule includes paid time off for state holidays. 
Travel: Position requires occasional travel to state parks and historic sites, statewide, as needed for meetings, training, etc. When travel is required, a state vehicle is provided for employee use while on duty.
