Under the general direction of the Senior Safety Program Manager, oversees and evaluates transit operations to ensure adherence to established FTA safety standards, industrial safety practices, and environmental regulations. Develops, implements, and monitors operational safety protocols specific to transit services, including vehicle operations, maintenance facilities, passenger boarding areas, and transit right-of-way. Coordinates with operations, maintenance, and service delivery teams to promote safety initiatives and FTA regulatory compliance. Prepares detailed reports, conducts safety trend analysis and investigations, and recommends revisions to agency safety policies, procedures, and training programs to support continuous improvement within Dallas Area Rapid Transit (DART)’s Agency Safety and Compliance Department.Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Reviews reports of safety events, injuries, property damage, occupational diseases, or public liability to determine causative factors. Communicates findings and recommendations for improvement to employees and management. Formulates and implements corrective action plans as directed.
Inspects and evaluates facilities and tools/equipment for compliance with federal, state, local and agency safety policies and procedures.
Evaluates facility operations including new, modified, and existing work practices to ensure safe working conditions for employees and the public. Performs inspections and periodic audits to determine facility compliance with DARTs Safe Work Practices and Policies. Communicates results and recommendations to management.
Prepares and coordinates written reports and procedure drafts as required. Develops and maintains documents and records management system including Microsoft databases and spreadsheets. Maintains intranet and Hazard ID Workflow.
Develops safety protocol, and quality assurance programs for assigned facilities.
Coordinates accident investigations with Sr. Safety Program Manager, agency supervisors/managers.
Develops intervention strategies to resolve identified unsafe acts and conditions observed in the workplace. Assists in the development of policies/procedures in support of the Authority’s Safety Management System (SMS) and Public Transportation Agency Safety Plan (PTASP).
Reviews changes in work methods and processes to ascertain effect on established safety practices.
Establishes measurements to evaluate the effectiveness of facility safety and health programs. Prepares and analyzes safety data and statistical reports concerning accidents, trends, and solutions. Determines the need for technical surveys and appraisals to identify conditions that may affect the health and safety of employees and the public.
Monitors Federal and state occupational health and safety regulations and recommends programs to ensure agency compliance. Makes recommendations for and assists in the development and implementation of new safety policies and procedures.
Position requires short notice availability to work a rotating on-call schedule to support 24-hour, 7-day-a-week transit operations. This includes evenings, weekends, holidays, and emergency response situations as assigned within a weekly on-call rotation.
Performs other related duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
Bachelor's degree from an accredited college or university in occupational health & safety, or related field.
Three (3) years of progressively responsible experience in transit operations environment requiring compliance with established FTA Regulations and procedures. This experience must include a minimum of two (2) years of direct, hands-on experience with transit operations. Applicants must demonstrate working knowledge of transit operations, including familiarity with bus and rail vehicle systems, operational procedures, routing and scheduling, fleet inspection practices, and standard industry bus and rail nomenclature.
Successfully obtain a Transit Safety and Security Program (TSSP) Certification-Bus and Rail and the Public Transportation Safety Certification Training Programs (PTSCPT) as required by the Federal Transit Administration (49CFR673) within three (3) years as a condition of continued employment.
Pass a physical (medical) examination that includes a drug screen.
Possess a valid Texas driver’s license to operate DART non-revenue vehicles.
Proficiency of PC software applications to include Microsoft Office or other related software applications.

Works in an environment where there is exposure to dust, noise, or temperature. May be exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
