JOB CLASSIFICATION SUMMARY
Positions assigned to this class are responsible for performing more advanced skilled technical duties in support of the Town’s environmental programs to include field inspection work in the enforcement of the Town’s solid waste and air quality ordinances, regulations and permits and storm water efficiency programs.
DISTINGUISHING CHARACTERISTICS
This is a fully qualified level maintenance/trades classification in the environmental services job family where tasks and assignments are performed using a variety of procedures and techniques. This is the experienced/journey level that is fully competent in the technical/functional aspects of assigned role. Work usually involves the application of sound technical principles and best practices associated with planning, diagnosis, troubleshooting and problem solving. Incumbents perform varied assignments requiring journey level knowledge in assigned area of responsibility.
Position Duties
ESSENTIAL DUTIES
The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town’s needs.
- Conducts field inspections of solid waste, recycling, and hazardous waste storage sites.
- Coordinates, tracks and conducts field inspections of construction sites to ensure stormwater compliance with Arizona Pollutant Discharge Elimination system (AZPDES) regulations.
- Performs stormwater sampling.
- Responds to emergency releases of chemicals, non-compliance incidents and illicit discharges.
- Participates in outreach events and recycling drop off events.
- Coordinates with contractors, developers, and regulatory agencies to address non-compliance issues
- Assists in the development of standard operating procedures.
- Resolves problems in the field and responds to inquiries related to stormwater drainage system maintenance.
- Responds to internal and external inquiries; works to resolve issues in collaboration with environmental services team.
- Issues notices of violations of the Town's environmental codes.
- Coordinates and oversees programs in area of assignment.
- Serves as liaison to community partners and internal departments.
- Maintains files and documents, including regulatory compliance information.
- Documents inspection findings and prepares reports related to assigned area of responsibility.
- Performs related work as assigned.
Minimum Qualifications
MINIMUM QUALIFICATIONS (at job entry)
Education and Experience:
An Associate’s Degree or higher from an accredited college or university that includes coursework in Chemistry, Microbiology, Bacteriology, Environmental Sciences, or a related field and three (3) years of experience in the environmental field that includes solid waste and recycling collection and disposal operation, stormwater efficiency programs, or a related field; or an equivalent combination of directly related education and experience.
LICENSING/CERTIFICATION REQUIREMENTS
- Valid Class D Arizona Driver’s License;
- CPR/First Aid/AED Certifications is preferred
- PM10/Dust Basic Control Certification within 6 months of promotion or hire date;
- Hazardous Waste Operations and Emergency Response (HAZWOPER) 24-hour Certification and Resource Conservation and Recovery Act (RCRA) Hazardous training certification within six (6) months of hire or promotion date;
- Maintain all certifications/licenses required at job entry.
