About the Department

Reporting to the Executive Director of Communications and Public Engagement, the Communication Manager is responsible for providing comprehensive communication services, support, and oversight for assigned Educational Service District 112 school districts as well as other internal and external ESD 112 projects/programs.

Salary:

The full compensation range for this position is $81,265.60 - $98,883.20. Offers are made at the entry level of the range.

Assignment:

This position is full-time, year-round. It is a hybrid position based out of our Vancouver, Washington campus and offers a flexible schedule within our 8:00am - 4:30pm. office hours.

A successful candidate for this role is a dynamic communicator and strategic designer who thrives at the intersection of storytelling and visual impact. They are equally skilled at crafting clear, compelling messages and transforming them into engaging visual content—from infographics and brand collateral to digital publications and video. Adept in Adobe Creative Cloud and fluent in AP style, this professional can manage multiple projects with precision, bring strategic communications plans to life, and design with purpose. They are a collaborative partner who listens actively, responds creatively, and elevates both internal and public-facing communications with clarity, consistency, and care.

Position Duties

Essential Functions:

  1. Lead and manage communications projects and community engagement initiatives for assigned school district partners and ESD 112 programs, ensuring timelines, deliverables, and strategic goals are met.
  2. Manage content development for school districts and ESD 112, including gathering, writing, and producing materials across print and digital formats—such as graphics, photography, video, and other multimedia assets.
  3. Develop and implement strategic communications plans for assigned districts and ESD 112 programs to share relevant information, address challenges, and enhance public awareness.
  4. Produce high-quality graphics and visual assets using Adobe Creative Cloud, ensuring brand consistency and accessibility standards across all platforms. 
  5. Turn written content into clear, compelling visuals—from infographics to brand collateral—tailored to message and audience.
  6. Collaborate with client partners to interpret feedback, align messaging and tone, and refine designs for clarity and impact.
  7. Oversee content development and management for school district websites, intranets, digital newsletters/newsrooms.
  8. Develop and manage social media strategies and accounts, including setting measurable goals, planning and creating content, publishing posts, generating analytics reports, and maintaining social listening insights.
  9. Conduct market and public opinion research using survey tools to assess program outcomes and analyze, interpret, and report data.
  10. Build and maintain positive relationships with school district personnel, community members, and the news media.
  11. Support crisis communication planning and response efforts for school districts and ESD 112.

Other Functions:

  1. Identify and promote ESD 112 communication service offerings.
  2. Other duties as assigned.

Minimum Qualifications

Minimum Qualifications:

  1. Bachelor's degree in Communications, Marketing, Public Relations, Graphic Design, Writing, or related field.
  2. Three years of professional experience in Communications, Graphic Design, or related roles. 
  3. Skilled at managing multiple projects and/or clients at once. 
  4. Proficiency in writing and AP Style. 
  5. Proficiency in Adobe Creative Suite, photophraphy, print layout, and production. 
  6. Proficiency in creating and managing social media accounts including but not limited to Facebook, Twitter/X and Instagram. 
  7. Experience managing electronic newsletter and print publication services.

Preferred Qualifications and Skills:

  1. Recent experience in public relations and communications training.
  2. Experience with school district operations.
  3. Recent experience in social media management and best practices.

Other Qualifications

Working Conditions/Physical Requirements:

  1. Flexible work hours with possibility of hybrid work option.
  2. Frequent travel within the ESD 112 region.

Employment Requirements:

  1. Successful completion of a criminal history records and fingerprint check through the Washington State Patrol and FBI.
