About our opportunity:
The City of Asheville is seeking a dynamic leader to serve as the Streets Division Manager within the Public Works Department. The purpose of this position is to serve as a subject matter expert and perform administrative, supervisory, professional, and technical civil engineering work in overseeing the activities of the Streets Division. With a staff of approximately 60 employees, this position oversees multiple work units and programs including field operations, capital improvements, code compliance, and more recently Helene recovery efforts all related to the construction and maintenance of the City’s streets (410 miles), sidewalks (188 miles), and rights-of-way.
Performance of the work required for this position includes the use of considerable independence, initiative, and discretion within established guidelines. This position acts as a liaison for the City and therefore must maintain effective working relationships with a variety of private, public and community representatives and organizations, consultants, contractors, the public, grantors, and regulatory agencies. The Streets Division Manager reports to the Director of Public Works and works closely with an energetic and dedicated team of professionals to accomplish the mission of the Division and the Department.
What you'll be doing:
Supervise, direct, and evaluate assigned staff, including processing concerns, recommending discipline, completing performance appraisals, and training staff.
Organize, prioritize, and assign work activities to meet objectives, ensuring adequate coverage and resources for subordinates.
Develop and implement long- and short-term plans, goals, and objectives for the Streets Division, addressing current and future issues regarding the City's street and sidewalk construction, maintenance, and repair needs.
Oversee the day-to-day operations of the division, encompassing construction, maintenance, and repair of roadways and sidewalks, tree and rights-of-way maintenance, downtown cleanliness, graffiti removal, bridge inspection and maintenance, and storm response.
Develop and implement the budget for assigned divisions, recommending allocations for staffing, equipment, and capital improvements, and monitoring expenditures.
Oversee assigned capital improvement projects (CIPs), including managing project budgets, applying engineering principles, and ensuring compliance with contracts and specifications.
Provide technical expertise and recommendations for division and other City projects, participating in plan reviews for development and offering guidance on constructability and traffic movements.
Perform public relations and customer service functions, representing the division at various meetings, making presentations, and resolving complaints regarding division programs and services.
Manage division human resources functions, coordinating with the Human Resources Department on personnel needs, policies, benefits, and also overseeing training and safety programs.
Maintain a current, comprehensive knowledge of applicable laws, regulations, principles, practices, and trends in construction, maintenance, and repair of roadways and sidewalks, and bridge inspection.
Salary Range: $ 94,038.43 - $103,442.27. Offer may depend on qualifications

About you:
We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered:- Bachelor’s degree in civil engineering or a related field.
- A minimum of seven years (ten years preferred) of progressively responsible experience in managing street construction, maintenance, and repair projects and activities, including five years of lead or supervisory experience.
- Or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- Must possess and maintain a valid North Carolina driver’s license.
- Must possess and maintain a valid North Carolina Professional Engineer's license.
- This position must also be available to work Friday's, evenings, weekends, holidays, during inclement weather, during emergency situations, and during special events as needed.
