Position Summary:

The Purchasing Manager is responsible for developing and executing procurement strategies that support operational efficiency, cost control, and supplier performance. This role leads the purchasing team, manages high-level supplier negotiations, and ensures compliance with company policies and industry regulations. The purpose is to lead and strategically manage the procurement function, ensuring optimal sourcing, supplier performance, and cost-effective purchasing practices. The Purchasing Manager will oversee the full procurement lifecycle, including PO management, supplier onboarding, and relationship development, aligning procurement strategies with organizational goals.


Minimum Job Requirements:

  • Required: Bachelor’s degree in Business, Supply Chain Management, or professional certification (e.g., CPM, CPSM)
  • Experience
  • Required: 5+ years in procurement or supply chain roles, with at least 3 years in a leadership capacity
  • Preferred: Experience in strategic sourcing, supplier development, and ERP systems in a manufacturing environment

Authority:

  • The Purchasing Manager has the authority to:
  • Direct Purchasing Agents reporting to the position
  • Approving purchases within authority level
  • Set up new suppliers in the system after approval
  • Set and propose stock levels based on usage, lead times, and demand


 Job Duties and Responsibilities:

  • Develop and implement procurement strategies that align with company goals
  • Lead and mentor the purchasing team, including performance management and training
  • Oversee the full lifecycle of purchase orders, ensuring accuracy, timeliness, and cost-effectiveness
  • Conduct market analysis to identify sourcing opportunities and mitigate supply risks
  • Collaborate with cross-functional teams (Operations, Engineering, Finance) to forecast demand and manage inventory levels
  • Ensure compliance with all applicable laws, regulations, and internal policies to include Gun Control Act (GCA), National Firearms Act (NFA), International Traffic in Arms Regulations (ITAR), and Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). 
  • Drive continuous improvement initiatives in procurement processes and systems
  • Prepare and present procurement reports and KPIs to senior leadership
  • Represent the company in high-level negotiations and supplier meetings
  • Conduct thorough background checks and vetting of suppliers to ensure legal eligibility to manage firearm components.
  • Maintain traceability of all serialized parts from supplier to final product in compliance with ATF requirements.
  • Ensure complete documentation and recordkeeping for all purchases, including certifications and compliance records.
  • Include confidentiality and intellectual property protection clauses in supplier agreements.
  • Develop contingency plans with pre-qualified backup suppliers to mitigate regulatory and supply chain risks.
  • Any other duties requested by the Supply Chain Manager or Executive Leadership.

Supplier Relationship Management:

  • Develop and implement a comprehensive supplier relationship management (SRM) strategy that aligns with organizational goals and ensures long-term value creation.
  • Lead a structured supplier evaluation and selection process, including:
  • Pre-qualification assessments
  • Risk analysis (financial, geopolitical, compliance)
  • Capability audits (capacity, quality systems, certifications)
  • Performance benchmarking
  • Establish and maintain a supplier scorecard system to track and evaluate performance across key metrics such as:
  • On-time delivery
  • Quality and defect rates
  • Responsiveness and communication
  • Cost competitiveness
  • Innovation and continuous improvement
  • Conduct regular supplier business reviews (QBRs) to discuss performance, resolve issues, and align future goals.
  • Foster collaborative partnerships with key suppliers through joint development initiatives, cost-reduction programs, and long-term agreements.
  • Manage supplier onboarding and offboarding processes, ensuring all documentation, compliance checks, and ERP integrations are completed.
  • Lead resolution of supplier-related issues, including root cause analysis, corrective action plans (SCARs), and escalation management.
  • Monitor market trends and supplier landscapes to identify new sources and mitigate supply chain risks.
