JOB TITLE: Purchasing Manager
REPORTS TO: Chief Financial Officer
FLSA STATUS: Exempt
JOB OVERVIEW: The Purchasing Manager oversees purchasing strategies, manages vendor and partner relationships and works closely with clinic management in procurement and maintenance of materials, pharmaceuticals, medical and office equipment as well as technology procurement and maintenance. The procurement processes must meet the needs of healthcare providers and patients while complying with the materials and purchasing standards of CommonSpirit Health.
ESSENTIAL FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO:
1. Manage the processes and tracking of timely procurement for operations, capital and maintenance.
2. Oversee the weekly ordering, receipt and distribution of medical supplies and pharmaceuticals in support of clinic operations.
3. Oversee the materials clerk(s) in the ordering and receiving of supplies and pharmaceuticals including the entry of order and receipts in the materials management system and compliance with CommonSpirit Health formularies.
4. Oversee the employed courier that supports TDC operations including the delivery of supplies to the office location and the distribution of both interoffice and outside mail to those locations.
5. Actively engage with CommonSpirit Health materials management personnel with health system initiatives.
6. Assist clinic managers in coordinating and completing maintenance needs with CommonSpirit biomedical personnel when appropriate. Coordinate and maintain service agreements on equipment not supported by CommonSpirit biomedical when necessary.
7. Assist clinic managers in coordinating and completing maintenance needs with CommonSpirit biomedical personnel when appropriate. Coordinate and maintain service agreements on equipment not supported by CommonSpirit biomedical when necessary.
8. Support information technology department with the acquisition of technology equipment, service agreements and software support agreements including the timely renewal of agreements on a timely basis.
9. Work collaboratively with and support of the facilities department on construction projects; moves, adds and changes requests. Coordinate facility signage including modifications to clinical directories due to additions and departures of providers.
10. Assist clinic managers with the identification of, specifications for and pricing of capital equipment to support clinic operations and timely submission of annual capital budgets.
11. Ensure compliance with legal and regulatory requirement related to procurement. Identify and mitigate risks associated with supply chain and procument activities. Process recall notices and dispose of inventory as appropriate in accordance with the terms of each notice.
12. Maintain the integrity and accuracy of the purchasing system including the inventory master file and receipt and distribution of purchases to be used by the accounting department. Maintain confidentiality of sensitive and proprietary information.

QUALIFICATIONS:
Education: Minimum high school graduate.
Experience: Minimum of 5 years of experience in purchasing or procurement, with at least 3 years in a managerial role. Prior healthcare experience is preferred.
Skills:
1. Strong negotiation and contract management skills.
2. Excellent analytical and problem-solving abilities.
3. Proficiency in procurement software and Microsoft Office Suite.
4. Strong communication and interpersonal skills.

1. Ability to work timely with deadlines related to clinical and other needs and to manage multiple priorities
2. Excellent attention to detail.
3. Develop team camaraderie within the materials management department including cross-training of job responsibilities.
4. Adequate to perform job duties in person, virtually, by telephone and to operate a motor vehicle.
5. Must be able to communicate clearly to coworkers, CommonSpirit peers and vendors in person and over the telephone.
6. Able to operate a motor vehicle.
7. The position requires sitting, standing and walking occasionally throughout the day. Requires frequent lifting and carrying items weighing up to ten pounds unassisted. Requires frequent bending, reaching, repetitive hand movements, standing, walking, squatting and sitting, with some lifting, pushing, and pulling exerted throughout the day.
Physical Requirements:
1. Hearing: Adequate to perform job duties in person, virtually, by telephone and to operate a motor vehicle.
2. Speaking: Must be able to communicate clearly to coworkers, CommonSpirit peers and vendors in person and over the telephone.
3. Vision: Visual acuity adequate to perform job duties, including reading information for printed sources and computer screens and to operate a motor vehicle.
4. Other: Sit for extended periods of time while driving and perform physical activities including stooping, bending and occasionally lifting weights up to 50 pounds. Using a lift device, must occasionally be able to lift weights of 100 pounds. Must be able to move large quantities of supplies with hand trucks.
The current wage range is $72,760 to $109,140
You may be eligible for additional pay to include weekend premium, shift premium and other premiums. Compensation and benefit eligibility are based off of FTE and assigned job classification/description.
