 QED Systems, LLC, is currently recruiting a Program Analyst, Capability Integrator (CI) to join our team at the Pentagon in Arlington, VA to support our HQDA G-3/5/7 Support Services contract.

Duties: 

  • Provide support in the management of the Army’s Operational Needs Statement (ONS) process through the Equipment Common Operating Picture (ECOP) application and produce weekly ONS status reports; and manage the ONS validation process by reviewing assigned ONS through ECOP, drafting validation memorandums, and providing recommendations to leadership for approval.  
  • Coordinate with Government to compose and correct correspondence/reports; research, draft, or abstract reports; update and manage databases; report issues and statuses, when requested.
  • While assigned to one of the Army’s Warfighting functional areas (Mission Command, Movement & Maneuver, Intelligence, Fires, Sustainment, and Protection) provide subject matter expertise and assist the Government to perform CI actions in reviewing assigned ONS for Operational Gap validity, the staffing of ONS, which include processing the tasking and tracking system through Enterprise Task Management Software Solution (ETMS2), which include: ONS Letters of Justification, draft validation memorandums for leader’s approval, and other unassigned tasks related to the ONS Process. Support these efforts in both the NIPR and SIPR environments. 
  • Draft correspondence/reports, research and information paper when required, and update all assigned ONS’ in the ECOP database daily report in support of the Army’s established ONS validation process.
  • Coordinate with all enterprise stake holders and track assigned ONS through the entire process. Participate in the Army’s ONS Integration Forum, the Army Requirements and Resourcing Board (AR2B) meetings, as required, and other required forums, such as established working groups or Integrated Processing Teams.
  • Assist the Government to serve in the CI role, adhere to published timelines and goals, inform branch chief of staffing impediments, and document all correspondence on shared drives and within the ECOP database.
  • Maintain close liaison with the Government Project Teams to verify that planned projects are completed IAW approved project plans by; facilitating discussions of issues, engaging the appropriate project managers to coordinate and obtain resolutions, and escalating issues that cannot be resolved at the working level.
  • Adjust work efforts as required within the branch to meet mission requirements.
  • Draft meeting Executive Summaries (EXSUMs) for review; and track and coordinate any meeting due outs twenty-four (24) hours post meeting.

Required Skills & Experience: 

  • Detail-oriented with excellent technical, verbal, and written communication skills.
  • Must have the ability to work within Government-provided software packages with emphasis on MS Office products, for example, Outlook, Word, SharePoint, PowerPoint, and Excel.  
  • Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.    
  • Ability to focus on Mission requirements while tracking multiple competing priorities.  
  • Require minimal supervision in the fast-paced, critical environment of the Army Headquarters.  
  • Must be proficient in the Enterprise Task Management Software Solution (ETMS2) (formerly Task Management Tool).
  • Ability to clearly articulate analysis through both oral and written communication. 
  • Ability to provide executive, technical, and administrative support to senior leaders. 
  • Experience with Multinational, Interagency on the Army/Joint Staff and/or Major Army Commands in Policy, Bi-lateral exchanges, proficient in planning and execution of working groups. 
  • Operational experience using standard automated toolsets to perform duties. 
  • Proficient in planning and execution of working groups with the ability to draft Army EXORDs, FRAGOs, meeting minutes and EXSUMs. 
  • Experienced with the Army's doctrine, organization, training, material, leadership & education, personnel, facilities and policy (DOTMLPF-P) process and the ability to use automated tools to validate raw data, articulate input/output and report issues orally and in writing.

Required Clearance: 

  • ACTIVE CLEARANCE LEVEL REQUIRED: Top Secret w/SCI eligibility 

Qualifications:

  • Master’s degree required.  
  • At least ten (10) years of related experience required.

Travel: 

Less than 10% travel is expected for this position. Travel may include continental United States and outside continental United States locations.

Work Environment: 

This position will be co-located with the customer and other contractors in Government office spaces. While not generally authorized, telework may be required due to exceptional circumstances (extreme weather, pandemic, etc.).

  • Withstand prolonged periods of sitting at a desk and computer use.

Position Type/Expected Hours of Work: 

This is a full‐time position, Monday through Friday. Flexibility around core hours. Travel may occur outside of normal core hours.
