TxDOT's Traffic Safety Division is looking for a Traffic Management (TM) Engineer based in Austin, TX. As a TM Engineer, you can help advance statewide priorities relating to Intelligent Transportation Systems (ITS), Traffic Signal Systems, Transportation Systems Management and Operations (TSMO), and emerging transportation technologies and innovation. Your work will require collaboration with transportation professionals across the organization.

Transportation Engineer II
Salary Grade B25 ($69,572 - $114,099 annually)
Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities.

Transportation Engineer III
Salary Grade B26 ($76,530 - $129,430 annually)
Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities.

Transportation Engineer IV
Salary Grade B27 ($84,182 - $142,374 annually)
Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities.

Transportation Engineer V
Salary Grade B28 ($92,600 - $156,612 annually)
Performs highly advanced and complex transportation engineering work and serves as an engineer for professional, technical, and administrative staff. Serves as a recognized expert and provides statewide guidance or direction in functional areas such as ITS, traffic signal systems, TSMO, and emerging transportation technologies. Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Engineer II
·    Acts as a liaison with divisions, MPOs, cities, counties and other governmental entities concerning traffic management and/or traffic safety projects.
·    Reviews traffic engineering studies to recommend solutions for warrant traffic signals and to determine capacity and channelization of the highways.
·    Provides technical assistance for the development of rural ITS/traffic management corridors.
·    Coordinates on design schematics, assists with capacity and level of service studies, and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects.
·    Develops traffic management system policies, procedures and standards.
·    Performs data collection, evaluation, analyses, studies, investigations, forecasts and/or plan development associated with facility issues.
·    Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests, and to provide technical support.
·    Investigates and responds to public complaints on traffic signals, signs, traffic management systems, or other traffic related items.
·    Performs other job responsibilities as assigned.
 
Transportation Engineer III
Skill in all of the above and: 
·    Responsible for learning about transportation operations systems.
·    Analyzes schedule trends, determines risks, and recommends options to management for corrective action for complex projects.
·    Evaluates the performance of new transportation products.
·    Demonstrate knowledge in designing, installing, maintaining, and repairing all traffic management computer/communication/video systems and/or traffic signals, radios, and railroad crossing equipment.
·    Reviews and supports Standard Operating Procedures for maintaining and archiving project schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements.
·    Demonstrate the ability to engage/manage consultant projects, project management skills to manage schedule, budget, and review submittals on work authorizations.
·    Performs other job responsibilities as assigned.
 
Transportation Engineer IV
Greater experience and skill in all of the above and:
·    Oversees the development and support of transportation operations systems.
·    Coordinates on design schematics, assists with capacity and level of service studies, and reviews in-house and consultant traffic control/traffic signals/intelligent transportation systems (ITS) plans and projects.
·    Makes presentations and represents TxDOT. 
·    Knowledge in Transportation Systems Management and Operations (TSMO).
·    Interprets manuals and required guidelines for traffic operations. Performs or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications, or special provisions related to traffic management systems.
·    Skills in developing departmental material specifications related to ITS equipment.
·    Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.
·    Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.

Transportation Engineer V
All of the above and:
·    Assists with training of professional and administrative staff.
·    Provides information regarding innovative and experimental technologies to department personnel.
·    Expertise in Transportation Systems Management and Operations (TSMO).
·    Creates Standard Operating Procedures for maintaining and archiving project schedules; managing resources; managing budgets; managing project changes. Managing quality performance measurements and other internal processes.
·    Provides technical expertise in planning, coordinating, maintaining, and operating traffic management systems.
·    Performs other job responsibility as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS. Related graduate-level education may be substituted for experience on a year-per-year basis. Substitutions for Minimum Qualifications


Experience
All levels – Experience can be satisfied by a full-time or prorated part-time equivalent.
• Transportation Engineer II: 5 years engineering, transportation engineering, or related engineering experience.
• Transportation Engineer III: 6 years of engineering, transportation engineering, or related engineering experience.
• Transportation Engineer IV: 7 years engineering, transportation engineering, or related engineering experience.
• Transportation Engineer V: 8 years engineering, transportation engineering, or related engineering experience.


Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Transportation Engineer IV
Greater skill/experience in the above and:

·    Leading, assigning, reviewing, and monitoring the work of others

Transportation Engineer V
Greater skill/experience in the above and:

Physical Requirements and Working Conditions:

 •Subject to inside and outside environmental conditions
