Education and Experience: A Bachelor's degree or higher in engineering or related field, and two (2) years engineering experience in a water, wastewater, stormwater or pretreatment utility operation or program.
Licenses and Certificates: None.
Position Duties
Under general supervision, administer, review, approve, enforce, and/or manage assigned planning, construction, repair operational and maintenance activities and projects associated with water, wastewater, stormwater and supervise assigned technical staff.
Minimum Qualifications
Administer, review, approve and manage planning, operation, construction, and repair activities or projects associated with water, wastewater and stormwater. Involves: Prepare designs for construction and renovation projects. Administer and supervise water, wastewater and stormwater activities and associated personnel. Monitor industrial wastewater discharge in order to protect the collection and treatment system, health and safety of employees. Develop and approve engineering water, wastewater and stormwater design plans, drawings, specifications and studies. Utilize computer design software and equipment. Direct and manage assigned construction projects of water and wastewater facilities and assure project specifications and deadlines are met. Conduct pre/post construction field inspections and respond to field emergencies. Interpret and review designs/plans to identify potential issues, economical feasibility and conformance with Utility development strategy and service capacities. Work with contractors and design engineers to provide technical assistance, and coordinate construction or treatment activities with Utilities, federal, state, and City. Meet with City officials and interested parties to discuss water utility issues, rezoning requests, master plan development, site plan review, and city ordinances. Prepare agreements related to extension of new water and sanitary sewer mains in new subdivisions. Resolve hydraulic deficiencies in collection system plan and design. Study water needs and needs for improvements. Direct all in-house water main and services installations. Initiate utility installations permit applications. Assure field water meters are properly maintained. Supervise the detection of leaks. Make relocation of water and utility lines adjustments to specifications. Manage operation and maintenance of sewer lifts station and make recommendations for new or upgrades to lift stations.
Prepare cost estimates, recommendations for bid award and budget. Involves: Evaluate construction and equipment, materials, time and personnel needs and estimate costs for operation, construction or renovation of facilities. Evaluate facility shortages, excesses, quality and cost of renovating existing facilities. Calculate and record histories of cost participation by Utility and developers regarding off-site facilities, main, boundary and oversized lines. Assist in the preparation of bid requests and bid award in the selection of consultants. Administer design agreements for compliance with scope, budget and contract terms. Submit recommendations for final payments for completed projects. Prepare and administer water distribution budget.
Supervise and direct assigned technical staff. Involves: Schedule, assign, instruct in, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules, regulations and work behavior standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, discipline, merit pay or other employee status changes.
