Reporting to the Comptroller General, the Assistant Comptroller General has a critical role in determining how government departments and public agencies manage and account for their financial operations. The position has a direct and government-wide impact and can significantly affect the operating budgets of government departments and public agencies. Improper execution of this role may result in significant adverse financial and legal consequences to the Government of Nunavut (GN).
The Assistant Comptroller General and the Comptrollership Branch in the Department of Finance have the mandate to provide leadership for comptrollership functions in the Government. The GN requires effective comptrollership decisions concerning, but not limited to, financial reporting, Public Accounts, regional operations, compensation and benefits, government accounting and financial operations for processing of expenditures and revenues, reconciliations, and central financial systems management. The decisions must support the efficient delivery of programs and services by the Government to its citizens.
The Assistant Comptroller General has a staff of 100 employees reporting directly or indirectly to it. Successful execution of this role contributes to:
- Ensuring that the Minister and the Department maintain the public’s confidence;
- Good governance by the GN and its public agencies;
- Compliance with GN statutes, including but not limited to the Financial Administration Act (FAA) and those Acts that the public agencies operate within; and
- Improved operation and accountability.
Responsibilities
The Assistant Comptroller General: (Impact)
- Acts as and represents the Comptroller General as required, and directly impacts every organizational level of the Government.
- Has some contact with Deputy Ministers, Assistant Deputy Ministers, Directors, Managers and executive management of public services.
- Makes recommendations and provides expert advice to the Comptroller General, Deputy Ministers and Assistant Deputy Ministers, as required, on issues that arise in the areas of government-wide financial operations, regional financial operations, compensation and benefit policies and operations, financial systems and general financial management policies, procedures, regulations and standards.
- Impacts the people of Nunavut through the improvement of the service delivery functions of each department.
- Impacts client groups external to government operations and may have specific effects on provincial or territorial governments.
The Assistant Comptroller General: (Contributions)
- Participates in the development of financial and accounting policies, procedures, regulations and standards that are critical to the government’s accountability framework, efficient and effective financial operations, financial reporting and the Public Accounts.
- Establishes and maintains effective internal and external communications within the Department, between the Department and other departments and public agencies, between the Department and the Regional Offices.
Qualifications
The knowledge, skills, and abilities required for this job are usually obtained through a professional accounting designation, university Degree in Public Administration, Business or a related field from a recognized institution, plus knowledge of fiscal policy development in a public sector environmental setting, gained from seven (7) or more years’ experience in managing program and service delivery, three (3) years of which must be at a senior management level. Expert knowledge and experience are required in the area of financial policy development and public policy analysis. Candidates must also have knowledge of key processes in finance, decentralized operational structures, human resources, compensation and benefits, and information technology, including financial planning, budgeting, use of management information systems and managing human resources.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in two (2) or more of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
