JOB DESCRIPTION:
Under general supervision, assists parks and recreation patrons, monitors operations at city parks and facilities, inspects facilities and grounds, enforces rules and regulations, and assists with park and recreation operations, maintenance, and special events.
EXAMPLES OF WORK TO BE PERFORMED:
- Provides customer service and acts as a source of information and assistance to inform the public of park information, rules, regulations, policies, laws, ordinances, and municipal codes.
- Interacts and communicates with a variety of groups and individuals including department and city staff, community groups, volunteers, senior citizens, and the general public throughout work shift.
- Assists park and recreation patrons with inquiries and programs; Provides information concerning park amenities and resources, recreation programs, and special events.
- Monitors and inspects parks and recreation facilities, equipment and grounds; verifies effective security of property and premises and proper working order of equipment; looks for unusual and suspicious activities and persons.
- Monitors park areas for damage to grounds, facilities and equipment and reports incidents and hazardous situations to appropriate personnel.
- Responds to emergency situations and alarm calls occurring on park property; provides direction for access and closures needed in regards to an emergency; coordinates with Mansfield Police Department, Mansfield Fire Department, Animal Control, Code Compliance and other city departments and agencies.
- Assists first responder agencies, provides first aid and determines need for and requests emergency services.
- Opens, closes and secures park and recreation facilities and amenities for participant use on a daily basis.
- Performs necessary maintenance tasks to ensure clean, safe, and user-friendly parks and facilities, including cleaning restrooms and litter abatement.
- Performs general maintenance duties such as replacing light bulbs and fuses, repairing water fountains and faucets, athletic field maintenance and minor playground and park amenity repairs.
- Assists with grounds keeping and park maintenance including the use of power equipment (e.g. chain saws, tractors, utility vehicles, pressure washer).
- Submits work orders and suggestions relevant to improving park planning and the quality of park maintenance to ensure safety and security of park equipment, facilities, and grounds.
- Responsible for checking park permits in all picnic shelters and athletic fields throughout the City of Mansfield.
- Works closely with youth and adult sports leagues to coordinate field reservations and usage.
- Monitor linear trail system for proper usage and etiquette.
- Monitor dog park for compliance with pet licenses and vaccinations.
- Monitors parks and recreation facilities during peak times to ensure safety and security and enforces rules, regulations, policies and ordinances; Reports violations of city ordinances to MPD.
- Monitors parks and facilities on foot and by operating a vehicle, utility vehicle and bicycle.
- Keeps accurate records of park activities and prepares detailed reports such as daily logs, incident reports, and accident reports.
- Prepares park facilities for special events; supports the event coordinators by ensuring the park facilities are safe, clean, and prepared for the event; verifies proper permits are pulled and dates are valid; and evaluates and provides feedback after special event.
- Sets up and removes folding tables, chairs, barricades, traffic cones, or similar objects as needed.
- Provides active security for special events.
- Maintains records and prepares reports, including reservations, accident, incident, and statistical reports.
- Works closely with other departments as required.
- May be required to respond after hours, including holidays and weekends, in the event of a departmental or city wide emergency.
- Performs other related duties as assigned.

REQUIRED EDUCATION, TRAINING AND EXPERIENCE:
- High school diploma or equivalent, plus formal training, special courses, or self-education equivalent to satisfactory completion of one year of college education or specialized advanced training in law enforcement or a closely related field.
- Valid Texas driver’s license.
ESSENTIAL PHYSICAL FUNCTIONS:
The physical activity of this position include:
- Climbing. Ascending or descending ladders, stairs, scaffolding, ramps, poles, fencing, walls and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
- Balancing. Maintaining body equilibrium to prevent falling and walking, standing or crouching on narrow, slippery, or erratically moving surfaces.
- Stooping. Bending body downward and forward by bending spine at the waist.
- Kneeling. Bending legs at knee to come to a rest on knee or knees.
- Crouching. Bending the body downward and forward by bending leg and spine.
- Crawling. Moving about on hands and knees or hands and feet. Ability includes moving through small spaces such as windows and other crawlspaces.
- Reaching. Extending hand(s) and arm(s) in any direction.
- Standing. Particularly for sustained periods of time.
- Walking. Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
- Pushing. Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
- Pulling. Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion. Must be able to pull at least 180 lbs. in a dragging motion.
- Lifting. Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
- Fingering. Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling.
- Grasping. Applying pressure to an object with the fingers and palm.
- Feeling. Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
- Talking. Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
- Hearing. Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discriminations in sound.
- Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers.
- Running/Sprinting. Frequent movement on foot at high speed and for long distances without stopping. Stamina is emphasized.
- Jumping. Ability to leap over objects up to 48 inches in height while maintaining forward movement.

The physical requirements of this position
