About the Department

Acts as second in command to the Branch Manager in overseeing one library branch of the County Library System and plans and coordinates Youth services and programs within established guidelines and library policies by performing the following duties:

Shift: 40 hours per week; M-S, and additional hours as required    

Position Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Regular attendance is required
  • Maintains children’s collection by selecting materials, weeding collection, and monitoring expenditures
  • Plans and coordinates children’s services and programs, and presents weekly literature-based Storytime
  • Plans and implements a special summer reading program
  • Provides reference and reader’s advisory service
  • Develops a highly visible public relations program for children’s services in the community, including schools and other organizations
  • Works with the Branch Manager to develop budget requests
  • Organizes and coordinates summer youth volunteer programs
  • Attends bi-monthly children’s meetings
  • Maintains current awareness of children’s literature and services
  • Identifies curriculum needs in the community and plans and provides services to meet these needs
  • Interprets and implements library policies and procedures for library users and staff, assuming supervisory responsibilities as assigned
  • Attends and participates in professional activities, conferences, and committees
  • Maintains an awareness of professional trends, methods, and ethics
  • Performs other duties as needed


SUPERVISORY RESPONSIBILITIES:

This is not a supervisory position. Supervises only in the absence of the Branch Manager. Carries out any/all supervisory responsibilities in accordance with the organization’s policies and applicable laws and by pre-defined principles and guidelines as outlined by the supervisor.

EDUCATION and/or EXPERIENCE

Bachelor’s Degree (B.S.) from an accredited four-year college or university and at least three years of library experience in the areas of supervision, reference, collection development, and community relations.


LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, and technical procedures. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, library staff, County employees, and the general public.


MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.   


REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in written or diagram form and deal with several abstract and concrete variables.


ADDITIONAL SKILLS AND QUALIFICATIONS

Skill in effectively meeting with and dealing with the general public.

Skill in working with automated library systems.

Skill in composing and drafting letters, memorandums and other correspondence.

Strong organizational skills, good interpersonal skills and supervisory skills.

Ability to solve problems.

Ability to work independently.

Must provide own safe automobile for transportation in carrying out job duties. 


CERTIFICATES, LICENSES, REGISTRATIONS

Valid Texas Driver’s License.

This job takes place within a library environment and in an automobile on county roads and streets. Inside the libraries, the noise level is very low. The noise level can be loud when driving on the roads and streets. Outside weather conditions may fluctuate from extremely hot (above 90 degrees) to cold (below 30 degrees). In outdoor conditions, employee may frequently be exposed to high humidity, hot sunlight and/or rain, hazardous road conditions, and gasoline fumes. In outdoor conditions, employee may occasionally be exposed to hail, sleet and/or snow.

SAFETY RECOMMENDATIONS/REQUIREMENTS

The incumbent in this job must be knowledgeable about and follow the County's safety policies and procedures.  Ask the supervisor for details.  Employees must follow safety road signs, maintain a safe speed, and drive cautiously at all times, paying strict attention to road conditions and maintaining alertness while operating County automobiles.
