TxDOT's Right of Way Division is looking for a Right of Way (ROW) Coordinator in our East Project Delivery Section located in Lufkin, TX. ROW Division is responsible for oversight and hands-on acquisition of property and successfully delivering those projects. Assists in performing project management work related to state and federally funded right of way projects including: negotiating with landowners, helping relocate displacees, reviewing appraisals, assisting in the relocation of utilities, coordinating the eminent domain process, and assisting in the management of acquired right of way. Work involves assisting in coordinating the planning and initiation of projects; assisting in monitoring the progress and schedule of projects; and communicating with project stakeholders, management, private entities, governmental agencies, and other relevant parties. Employees at this level perform assignments following specific instructions and are subject to frequent review by the immediate supervisor.

Essential Duties:

  • Assists with or contacts and meets with sponsors, property owners and/or other entities to negotiate and/or explain the acquisition, lease, disposal and/or relocation processes, present offers, answer questions and resolve problems.
  • May assist with or identify potential project risks and difficulties and design strategies to mitigate or avoid them.
  • Assists with or researches problems and coordinates solutions regarding assigned projects and makes recommendations to improve programs and/or operations.
  • Assists with or coordinates, plans, and evaluates projects using accepted project management methodologies.
  • Assists with or compiles and distributes project information, project status reports, and project budget expenditures; provides regular updates to management, project teams, and others on project status and related issues.
  • Assists with or initiates projects, obtaining authorization and commitment, and demonstrating business need and project feasibility, including the development and oversight of work authorizations, project budgets, schedules, work plans, resource requirements, cost estimates and projections.
    Assists with managing program responsibilities including, but not limited to, project budgeting and setup, files and records administration, contractor selection and management as well as services related to the following areas: surveying, appraisal, acquisition/negotiation, relocation, condemnation support, and demolition.
  • Assists or establishes and maintains liaison with and serves in a consultative capacity between the Department, Office of the Attorney General, federal agencies and appropriate courts, utility companies, title companies and other entities having interest in the property.
  • Assists with or oversees current projects for progress and pending projects for planning purposes; consults and advises personnel in policies and procedures and ensures conformance with federal and/or state laws and guidelines.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: High School Grad or Equivalent in any discipline.
Experience: 1 Year administrative support or real estate related experience. (Experience can be satisfied by full time or prorated part time equivalent)

Licenses and Certifications:

  • Valid driver’s license at the time of application. This position requires driving a state vehicle.

  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
  • Shows initiative and action beyond what is required to improve products or services; is self-starting and completes assignments independently without constant supervision

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Sitting/Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
