DIRECTOR OF PUPIL SERVICES 

ADMINISTRATIVE POSITION (Act 93) 

District Office

Full-time 260 Days/12-month Position

 

Available on or about October 1, 2025

 

Certification:   Principal K-12, Superintendent Eligibility, or Supervisor of Special Education and Supervisor of Pupil Services 

 

Reports to:  Assistant Superintendent  

 

POSITION SUMMARY:  Develops, designs, plans, implements, coordinates, and supervises the special services programs for the following areas:  student services K-12, special education/gifted/504, speech-language services, psychological services, medical access, student assistance, social work services, counseling, nursing and health services, alternative education, homebound, homeless, and nonpublic students within Unionville-Chadds Ford School District.  Monitors and enforces residency policies for students enrolled in UCFSD.

 

QUALIFICATIONS: To successfully perform this position, a person must be able to perform each primary duty satisfactorily.  The qualifications listed below represent minimum levels of educational achievement, training, skill, and/or ability necessary.

  1. Master’s degree required, doctorate preferred
  2. Pennsylvania certification as Supervisor of Pupil Personnel Services and Supervisor of Special Education, or Principal K-12 or Superintendent’s Letter of Eligibility (preferred) 
  3. Minimum five (5) years’ experience in Special Education and Educational Administrative experience 
  4. Effective leadership qualities, decision-making skills, and personal characteristics are significant to the job, affecting a large segment of the organization, students, teachers, and parents 
  5. Effective interpersonal skills with the ability to maintain relationships with the School Board, Administration, Department of Education, community agencies, and Intermediate Unit 
  6. Knowledge of K-12 curriculum instruction, assessment, school organization and management, school district policy, and PA school law required
  7. Skilled in the current use of technologies
  8. Must complete and maintain compliance with all federal and state background and criminal record check requirements
  9. Must adhere to all local, state, federal, and school code requirements for employment

RESPONSIBILITIES: Employee must have the ability to perform the following responsibilities on a timely basis with or without reasonable accommodations.  

  1. Serve as a member of the Administrative Team.
  2. Knowledge and understanding of IDEA, Rehabilitation Act of 1973 Section 504, and PA Chapters 14, 15, 16.
  3. Knowledge and understanding of current legal trends and case law in Special Education.
  4. Knowledge and understanding of all disability categories, characteristics, and appropriate interventions.
  5. Supervision and evaluation of Special Education Supervisors.
  6. Development and/or oversight of state-required reports, including IEPs, Evaluation Reports, Special Education Plan and annual revisions, Act 16 Expenditures Report, Child Count, Medical Access, 4010 and 4011 applications, Deaf/Blind Child Count, Contingency Fund applications, etc.
  7. Knowledge and application of conflict resolution and de-escalation strategies, mediation, and steps for due process.
  8. Develop, administer, and monitor the Pupil Services’ budget.
  9. Knowledge of budgetary needs, resources, placement costs, related services costs, and the ability to balance cost benefits.
  10. Oversee creation and submission of Special Education Plan/compliance monitoring.
  11. Serve as liaison for the community and parents, in regards to special education issues, through a variety of means.
  12. Facilitate the transition process for Early Intervention students entering school-age programming.
  13. Supervise the Extended School Year program.
  14. Manage all aspects of counseling services K-12.
  15. Oversee student records K-12.
  16. Direct and supervise all aspects of special education programs (including gifted and Section 504) in conjunction with the supervisor(s) of special education.
  17. Direct and supervise psychological and social work services.
  18. Administer student assistance services K-12.
  19. Lead the student K-12 nursing, health, and wellness services.
  20. Oversee the submission of School Nurses’ Reports.
  21. Direct and supervise all instructional support and Response to Intervention (RTI) services.
  22. Manage out-of-district student programs at approved private schools.
  23. Collaborate with attorneys on all due process and Office of Civil Rights complaints.
  24. Serve as a core member of the district's Safe2Say Something team.
  25. Monitor and enforce residency policies and applicable laws for students enrolled in the district.
  26. Serve as District Homeless Liaison and Foster Care Point of Contact.
  27. Serve as Policy Liaison with the School Board.  Review, modify and prepare changes to policies as necessary for final board approval. 
  28. Complete other duties as assigned by the Superintendent.

TERMS OF EMPLOYMENT:

  1. Twelve-month position, 260 days per year 
  2. Salary and benefits according to the negotiated agreement between the Board of School Directors and the Unionville-Chadds Ford Act 93 Group.
