Position Summary
1 Prospect Technologies is currently seeking a Health Facilities Integrator and Technical SME (Health Care Construction/Project Management) to provide services in Sembach, Germany. In preparation for bidding on this contract, we seek qualified candidates who are interested and skilled individuals to be included in our proposal.
Description
Applicants require technical knowledge and applicability of laws, regulations, policies, methods, and procedures affecting Army health facility and medical warehouse construction, such as the Unified Facilities Code for Military Medical Facilities (UFC 4-510-01), National Fire Protection Agency (NFPA) codes. Requires the technical knowledge and expertise needed to develop alternative solutions to unique situations based on DoD criteria and evidence-based facility design elements. Position requires knowledge of general principles of architecture, engineering, design, construction, and project management; medical-functional and medical building system components and their interrelationships; applicable government, industry, and accreditation standards and criteria (including space planning, life safety, antiterrorism, indoor air quality, patient privacy, sustainability, and others related to healthcare facilities); DoD and Army construction policies and procedures, including contracting functions, quality assurance, and risk management; organizations relevant to health facility operations and construction; computer programs and tools that speed and improve project execution; and data and documentation use and management, to include drawings, specifications, schedules, and estimates.
Essential Duties & Responsibilities:
- Support services shall include, but are not limited to, project management and integration support; planning and design reviews and coordination (e.g., requirements identification, submittal reviews, request for information coordination, etc.); data collection for recurring reporting and presentation requirements (weekly situation reports, etc.); scheduling meetings; and coordinating and distributing staff products.
- Coordinates project information and tasks to enable HFPA/G9’s support of Army Medicine with U.S. Army Europe-Africa (USAREUR-AF), Medical Readiness Command Europe (MRC, EUR), U.S. Army Corps of Engineers (USACE), Defense Health Agency (DHA), Installation Management Command-Europe (IMCOM-E), and other stakeholders.
- Support of the USAMMA medical facilities' life cycle management program and assist with multiple USAMMA medical Army Pre-position Stock (APS) warehouse projects as required. The professional and technical services will incorporate the contractor’s expertise in US Army health facilities planning, project management, construction management, space management, facility management, initial outfitting and transition (IO&T) management, total building commissioning (TBCx), operations and maintenance, safety data sheet development for USAMMA sites, construction meeting participation and the application of U.S. building codes and standards, DoD and Army Regulations, Evidence Based Design, National Fire Protection Agency (NFPA), Occupational Safety and Health Administration (OSHA), American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), Architecture Barriers Act (ABA), host nation environmental and occupational health standards, environment regulations, and other regulatory and medical standards.
- Consolidates, reviews, analyzes, presents, develops, and distributes data related to, but not limited to, facility requirements in contingency and enduring areas of operation; area development plans; military construction and sustainment, renewal, and modernization projects; health service support activities; defense support of civil authority activities; force health protection activities; and global health engagement activities.
- Coordinate with USAREUR-AF Office of the Surgeon (OCSURG) and MEDCOM G9 for the review and reporting of environment care inspection schedule and results for medical facilities with Army equities in the USAREUR-AF AOR.
- Obtain, compile, and report the status of military construction, unspecified military construction, restoration, and modernization projects with Army Medicine equities in the acquisition stages of planning, programming, design, construction, and activation (this includes host-nation-funded projects).
- Obtain, compile, and report the status and results of master planning or area development plan efforts related to Army Medicine equities in the USAREUR-AF AOR.
- Attend facility capital investment and business process forums and/or meetings with Army Medicine equities, including regional base operations, area development plans, stationing actions, design charettes, etc.
- Provide healthcare facilities-related information to HFPA/G9 leadership to maintain awareness of items requiring action, resources, and Army Medicine senior leader attention.
- Coordinate schedule and progress monthly, provide weekly construction progress reports, and complete the monthly project status report. A work report accomplished will be given quarterly at a government-scheduled meeting.
- Coordinate and integrate facility planning efforts with MRC-Europe G9, Defense Health Network (DHN), Europe, and USAREUR-AF to ensure Army Medicine requirements and equities are prioritized and reported to HFPA/G9 HQs.
- Coordinate with the HFPA Support Division for health facility planning support to ensure technical expertise is available and applied to regional requirements.
- Support the development and execution of health facility planning efforts in support of U.S. European Command (EUCOM) and the USAREUR-AF in the context of health service support, force health protection, global health engagements, and defense support of civil authorities.
- Support HFPA’s program manager for the Army Medical Logistics Command’s facility portfolio in Europe and Southeast Asia. Assist in providing technical expertise in the domains of planning, design, construction, initial outfitting, and transition for AMLC facilities and infrastructure, including the Army Prepositioned Stock (APS) program throughout the USAREUR-AF AOR.
Education, Certification & Experience Requirements
- Associate or Bachelor’s degree in Architecture, Engineering, Construction Management, Project Management, or Healthcare Administration
- 3 or more years of experience in health facility planning support
- Maintain a Secret Security clearance throughout employment
- Software knowledge/usage: Bluebean, AutoCAD, MS Office Suite
Working Conditions:
· Work is performed primarily in an office setting at a federal/agency facility
· Travel is required in multiple medical facilities/warehouses located in the European & Southeast Asia Theater: Germany, Belgium, Netherlands, Italy, Poland, Greece and Romania, Kuwait, South Korea, and Japan, and CONUS
· Work hours are primarily Monday through Friday, 40 hrs/week, excluding U.S. Federal holidays.
· Shall participate in all safety and security training or drills.
