Senior Compliance Specialist

Position Summary:
 The Senior Compliance Specialist is responsible for assisting with overseeing compliance operations, ensuring adherence to federal, state, and local regulations, as well as organizational policies. This role provides leadership, guidance, and technical expertise to compliance specialists, while also managing an assigned portfolio and reporting requirements. 

Under the guidance of the Director and VP of Compliance, this role helps ensure the integrity and efficiency of the Compliance Department. The Lead Compliance Specialist serves as a reliable resource for both the compliance team and community staff, providing consistent support in maintaining program compliance and adherence to regulatory requirements. 

Key Responsibilities:

  1. Manage a portfolio of properties
  • Ensure move-in, recertification, and internal transfer documentation meets all program requirements.
  • Conduct monthly site visits for file reviews and compliance follow-up.
  • Conduct internal audits for certifications completed each month.
  1. Support and assist with Lease-ups, Acquisition Rehabs, Audit preparations, etc.)
  • Assist in resolving audit responses by gathering supporting documentation.
  1. Review and approve incoming pre-lease certification paperwork daily
  2. Guide Compliance Specialists and Community Management staff on Corporate, State, and Federal Compliance-related issues as needed. 
  3. Coordinate and compile monthly, quarterly, and annual reports for the affordable housing communities.
  4. Liaison between community managers and state online reporting portals for technical support and error resolution. 
  5. Coordinate and monitor audit responses compiled by Community Staff and Compliance Specialists.
  • Conduct compliance testing and income verification.  
  1. Assisting with the preparation and submission of Annual Reporting 
  2. Maintain up-to-date knowledge of compliance regulations relevant to the organization’s industry (LIHTC, PBRA, PHA, HOME, Bonds, TCAP, HOF).
  3. Maintain a good rapport with Corporate, Local, State, and Federal agencies as applicable
  4. Assist in the development and implementation of compliance policies, procedures, forms, reporting systems, and best practices.
  5. Provide regular updates and reports to leadership on compliance status, risks, and corrective actions.
  6. Assist the Director of Compliance with tracking state online reporting portals errors, resolutions, and non-compliance
  7. Support properties with assistance with basic Onesite functions related to file corrections
  8. Assist the Director of Compliance with unit swap and relabeling management. Must have a working knowledge of an array of programs to confirm the accuracy and legitimacy of swap requests. 

Job Functions:

  1. College Degree preferred with affordable housing compliance experience or at least 3 years of work experience in the affordable housing industry in a compliance or management capacity. 
  2. HCCP or other Tax Credit Certification required.
  3. Knowledge of affordable housing regulations & programs (IRS, HUD, Local, State, etc.)
  4. Excellent verbal and written communication skills. 
  5. Proficiency with Microsoft Office software and the Internet

Supervisory Responsibility: None

Working conditions: Job duties are conducted in an office environment. Some travel required includes overnight travel as needed; up to 25 percent.
