SUMMARY STATEMENT:

The Director of Fiscal Services will assist in overseeing all fiscal and fiduciary responsibilities for the school district.  Assists in providing direction for District finances, including development of a sound financial strategy, metrics that tie in to the District’s overall strategy, internal controls, leadership and systems designed to preserve district assets.

 

ESSENTIAL FUNCTIONS:

  1. Coordinate activities of the Business Office, including budget preparation, financial reporting, grants management, payroll, accounts payable, accounts receivable, investments, and cash receipting for all funds.
  2. Responsible for lead point of contact on the annual state audit.
  3. Ensure accounting safeguards over District assets and full disclosure of liabilities; address audit issues and findings, develop remediation plans to correct deficiencies.
  4. Responsible for establishing policies and procedures pertaining to fiscal matters; audit and monitor for compliance; provide training and support to District personnel related to these areas (ASB, cash-handling, enrollment reporting, independent contracting, etc.).
  5. Ensure adequate cash flow to meet the district needs, to include securing debt proceeds and debt management.
  6. Establish collaborative working relationships with school site and support services administration and staff; provide support regarding business office procedures.
  7. Oversee and analyze the preparation of monthly and annual financial statements and schedules for all funds: general fund, associated student body, capital projects, debt services, transportation vehicle, and private purpose trust funds.
  8. Oversee District purchasing, bid law, contracts, and other purchasing operations.
  9. Maintain business policies, procedures, and practices to ensure district compliance with state and federal laws and guidelines.
  10. Conduct research in order to recommend new process flows, software upgrades, and accounting and financial management methods as desirable and necessary to maintain best practices.
  11. Prepares, transmits, and publishes detailed financial documents and reports.
  12. Establishes procedures to assure timely reconciliation of bank accounts.
  13. Oversees the maintenance of legal financial records for accounting and purchasing in accordance with the Washington State Auditor’s Office and OSPI guidance.
  14. Assist with administration and termination of all contracts, agreements, leases, and letters of understanding into which the District may enter; ensures compliance with relevant state and federal laws and regulations; assists other administrators in contract compliance and enforcement; oversees the preparation, review, and approval of new and existing contracts or agreements for the District; modifies contracts as needed.
  1. Answers inquiries regarding contracting and purchasing activities; performs background research and follow-up activities; liaises with Finance staff, department/school staff, and vendors to resolve problems.
  2. Adheres to the chart of accounts mandated for school district use by OSPI.
  3. Serves as liaison to outside auditors. As required, provides financial information and access to District records, explains District accounting systems and procedures, and reviews and responds to audit findings.
  4. Maintains effective working relationship with all members of the department, as well as other school district personnel and community members.
  5. Keep current in District Accounting/Purchasing software applications and processes. Assist with the migration to new software systems.
  6. Oversee internal and external audits of the district business function, recommends and implements necessary corrective action when approved by district administration.
  7. Oversight of reconciliation and preparation of monthly financial statements and timely reporting. Responsible for the fiscal year-end closing, including expenditure and revenue accruals, journal entries, and preparation of annual financial statements.
  8. Oversight of auditing accounting records.
  9. Oversight of state and federal reporting, including use tax, 1099s and unclaimed property.

TOOLS AND EQUIPMENT NECESSARY:

Computer/laptop, telephone, typewriter, printer, 10-key calculator, copy machines, FAX machine, and all other tools and equipment necessary to perform the essential functions as listed above.

 

REQUIRED QUALIFICATIONS:

  1. Bachelor’s Degree in finance, accounting, business administration or closely related field; Masters of Business Administration or CPA preferred.
  2. Previous experience as a business manager and/or equivalent experience with business function, preferably in a K-12 public school setting in Washington State.
  3. Experience in budget preparation and management and financial forecasting.
  4. Experience with integrated computerized accounting systems, databases and spreadsheets; superior skill level with Microsoft Excel.
  5. Knowledge of public school accounting practices, school budgeting, and fiscal reporting.
  6. Demonstrated knowledge of school business laws, regulations, policies and procedures.
  7. Demonstrated ability to lead, organize, coordinate and implement programs, develop an effective relationship supporting building administrators; prioritize and manage complex projects.
  8. Demonstrated ability to supervise and evaluate staff.
  9. Excellent presentation skills. Strong written and verbal communication skills.
  10. Exceptional analytical skills; ability to make decisions and resolve complex issues in a timely, organized manner.
  11. Perform other related duties as assigned.
