About the Department
Seattle Public Utilities has a Term Limited Temporary (TLT) Public Records Project Specialist (P&D Spec II) opportunity for an experienced administrative professional for the department’s Risk and Quality Assurance (RQA) division, Compliance and Legal Affairs section to support special projects in public records disclosure work and document control of policies, procedures and rules. The position reports to Strategic Advisor/Public Disclosure Officer.
This Term Limited Temporary (TLT) opportunities is expected to last up to 35 months and is a fully benefited temporary assignment.

Position Duties
- Assist special projects in public records and disclosure work; document and revise rules and processes in public disclosure requests, legal requests for information, union requests and subpoenas.
- Support the analysis and remediation of rule/policy documents on the intranet (SPUweb) and internet (Seattle.gov) sites to comply with Americans with Disabilities Act (ADA) and mayor’s executive order.
- Plan and coordinate projects in electronic records management, retention schedules, archiving, and electronic discovery (ediscovery).
- Assist in the transfer of programs and functions from other departments to SPU, in the areas of rulemaking, public records and disclosures.
- Analyze, process and respond to public disclosure and records requests according to the Public Records Act (RCW 42.56), including evaluating information for confidentiality and nondisclosures.
- Research, write, edit, format and publish policies, procedures, rules, and related documents.
- Coordinate the public involvement and approval processes for Director’s Rules.
- Provide project and planning support to the division, as assigned.

Minimum Qualifications
Experience: Requires a minimum of two (2) years' experience in planning and research related to land use, urban economics, human services, environmental issues, conservation; or other work directly related to City planning and development work
Education: Bachelor's degree in Planning, Urban Design, Environmental Studies, Public Administration, or related field
- Experience in public records management, public engagement or paralegal work
- Experience in document management, formatting, electronic signatures and web content
- Intermediate to advanced writing, editing and communication skills
- Strong analytical and problem-solving skills
- Proficiency in Microsoft Office, particularly advanced Word and Outlook, as well as Adobe Acrobat, Adobe Sign and SharePoint
- Proven self-starter and multitasker
- Excellent customer service

Workplace Environment/Expectation:
This position allows for the flexibility of a hybrid work schedule. City employees will have the option to work remotely two days a week. Individual schedules will be agreed upon by the employee and their supervisor.
