Job Summary:

The main responsibility of the Federal Funds Reimbursement Director is to set strategic direction, oversee business operations, and ensure organizational performance aligns with corporate goals. This role provides leadership to department heads, manages budgets and resources, assesses and mitigates risks and reports to the executive team. The Director plays a pivotal role in decision-making, policy development and talent management.

Job Description:

  • Supports the VP of Federal Funds to provide strategic leadership in managing all federal funding processes, including but not limited to project formulation, obligation tracking, and reimbursement activities.

  • Serves as the alternate point of contact and liaison with FEMA, COR3, PREPA, PRDH, DOE, and other funding agencies, as well as relevant regulatory stakeholders, to coordinate project status updates, resolve issues, and facilitate decision-making.

  • Supports the development and advancement of projects in accordance with agency-specific requirements and established timelines.

  • Oversees the RFR Team and leads the development, management, and mentoring of the Federal Funds team, fostering a culture of accountability, collaboration, and continuous improvement

  • Supports the achievement of RFR targets within established timelines and ensures all required documentation is complete and audit ready.

  • Develops and implements strategies to mitigate Requests for Information (RFIs) from funding agencies.

  • Supports the preparation of program-wide documentation and reports for senior management to communicate compliance performance, project progress, and financial status.

  • Reviews and streamlines workflows across departments to improve efficiency.

  • Optimizes the use of technology and tools (i.e., Oracle, Kronos, Asset Suite) to expedite processes.

  • Provides guidance, technical assistance, and training to internal staff and senior management to maximize cost recovery and ensure compliance with current policies, regulations and standards.

  • Drives data analysis and system optimization strategies, identifying gaps between key applications.

  • Follows all policies and procedures.

  • Performs other duties as assigned.

  • Performs major storm restoration work and associated drills as assigned or needed.

Additional Job Description:

Education and Experience:

  • Bachelor’s degree in business administration or related area.

  • Minimum of 10 years’ experience in finance, federal funding management, project formulation, or complex grants administration, including at least 5 years in a leadership role.

  • Proven track record of managing relationships with FEMA, COR3 or other federal/state funding agencies.

  • Ability to effectively communicate with all levels of the organization through various means such as email, phone, video conferencing, and in-person.

  • Strong ability to develop and deliver effective presentations and facilitate meetings as related to strategy, training, and collaborating with various stakeholders.

  • Good interpersonal skills with strong written and oral communication skills.

  • Excellent leadership skills.

  • Excellent problem solving and decision-making abilities.

  • Work with limited supervision. Track / monitor / report on various deliverables.

  • Excellent time management, organizational and planning skills. Attention to accuracy and detail.

  • Proficient in MS Office Suite - Word, Excel, PowerPoint and Outlook.
