Job Summary
This is advanced professional and administrative work in the management of specially assigned programs or projects in the operation and/or planning of the Emergency Management. Work involves coordination of all operational and planning for emergency support functions for the Memorial Hermann Health System. The position will lead efforts to reduce the probability of predictable emergencies, coordinating/collaborating with other System and facility functions as necessary.This position reports to and is under the supervision of the Director, Emergency Management and Organizational Resilience.
Job Description
MINIMUM QUALIFICATIONS:
- Bachelors degree from an accredited four-year college or university in a health, safety/ environmental, homeland security/emergency preparedness, or clinical emergency/trauma medical services related field. Master’s degree preferred.
- 5 years experience with disaster planning, emergency management, emergency preparedness or closely related field in a health care setting.
- Demonstrated progressive knowledge and work experience in Emergency Management planning, procedures, practices and regulations.
- Completion of NIMS IS-100, IS-200, IS-700, and IS-800.
- Prior training, certification and experience in the following areas strongly preferred: emergency planning and management, risk management, emergency medical services, emergency communications. Certified Emergency Manager® (CEM®).
- Knowledge of personal computers and effective procedures for their use.
- Ability to collaborate with staff at all levels of the organization and multiple facilities to review and implement emergency preparedness plans. Ability to express ideas effectively, both orally and in writing.
- Proven team building skills in dealing with multidisciplinary clinical and operations teams including physicians in diverse settings. Effective as a change agent.
PRINCIPAL ACCOUNTABILITIES:
- Coordinate and/or prepare plans for all operational emergency support functions for MHHS’ Emergency Response Plan; develop, organize, and administer facility plan review program; review and reconcile differences of opinion regarding adequacy of facility plans and hazard assessment.
- Have knowledge in implementing and conducting hazard vulnerability analyses.
- Prepare and/or implement detailed mitigation plans that identify operation procedures to alleviate negative impacts of emergency situations. Coordinate drills and ensure all facility plans are up-to-date.
- Coordinate emergency response activities with federal, state, county and municipal authorities. Actively participate as a MHHS representative in regional emergency response organizations/initiatives.
- Prepare reports, procedures, and documentation that support emergency management functions and grant applications.
- Research, collect information, and utilize the Emergency Management Information System to assist state and local decision makers in emergency operations decision making.
- Research, monitor and explain policy regulations and operating procedures as required.
- Conduct research and develop training in response to System needs. Perform outreach and educational activities that help prepare MHHS employees to respond successfully to an emergency.
- Plan and/or ensure that all training programs are in compliance with state and federal regulations.
- Work with communication leadership to coordinate and support the design and execution of clear, rapid, factual, and coordinated internal and external communication in emergency situations.
- Coordinate use and oversight of Memorial Hermann’s Emergency Communications Systems (MH Alert).
- Monitor developing emergency situations and advise System and facility executive and senior leadership on the implementation of the system’s emergency plans/command centers.
- Participate in activities to clearly define roles, responsibilities, and authorities for those involved in managing emergencies.
- Inspect and insure the maintenance of the System’s Command Centers and related equipment.
- Support and facilitate the learning and effectiveness of each facility Emergency Preparedness Officer.
- Responsible for ensuring that all JCAHO guidelines for Environment of Care Emergency Preparedness standards are communicated and met, as well as all State and Federal regulations, standards, and requirements related to emergency preparedness and response.
- Provide project management support for those responsible for developing specific needs associated with various emergency scenarios for external events (trauma, bioterrorism, chemical, nuclear, decontamination, etc), and internal events (fire, weather, damaged utilities, etc.) and pediatrics.
- Support the System Emergency Preparedness Council meetings and activities.
- Develop agendas, goals, and ensure Council is operating effectively. Collaborate with other System services to ensure effective emergency response and coordination.
