About the Department

The Strategy and Innovation Manager serves as a key leadership role within the Public Works Department, responsible for leading strategic planning efforts, driving innovation, and fostering continuous improvement across all functional divisions. The position facilitates the integration of data-driven decision-making, emerging technologies, sustainability initiatives, and cross-departmental collaboration to enhance service delivery and operational efficiency.

Position Duties

  • Develops and implements long-term strategic plans, performance metrics, and innovation frameworks aligned with the City's goals and Public Works priorities.
  • Conducts operational reviews and facilitates process improvement initiatives using Lean, Six Sigma, or similar methodologies.
  • Identifies and evaluates opportunities for smart city integration, asset management, and digital transformation projects.
  • Works with department leadership to assess organizational effectiveness, resource allocation, and workforce capacity planning.
  • Leads research, benchmarking, and analysis of emerging trends, technologies, and best practices in public infrastructure and urban services.
  • Develops strategic partnerships with academic institutions, civic tech organizations, and regional agencies.
  • Facilitates staff workshops and stakeholder engagement to gather insights and foster a culture of innovation and collaboration.
  • Supports risk assessment, compliance monitoring, and performance audits in coordination with finance, procurement, and risk management units.
  • Prepares presentations, dashboards, and reports for executive leadership, elected officials, and the public.

Minimum Qualifications

Education:

  • Bachelor’s degree in Business Analytics, Industrial Engineering, Civil Engineering, Business Management or related field.
  • Master’s degree preferred.

Experience:

  • Minimum of five (5) years of progressively responsible experience in strategic planning, innovation management, or public sector project management.
  • Experience within a local government or infrastructure-related environment is highly desirable.
