As a key member of the Section Extended Leadership Team, the Supervisor, Field Operations for Active Pathways South drives the success of the section and unit by implementing essential human, social, technical, and operational systems. This role directly oversees the Active Pathways SNIC and Contractor, leading teams, ensuring service standards, and managing daily operations for the winter mobility network. Responsibilities include program expertise, risk management, and enforcing safety standards, reporting to the General Supervisor, Field Operations, and overseeing up to 300 FTEs during peak season.

 

This position manages a $76M annual budget for district subset planning and execution, with oversight of equipment and delivery of approved work locations. The role focuses on both winter execution (Nov-Apr) for efficient snow/ice control and contractor management, and summer planning (May-Oct) for preparing for winter, collaborating with partners on budgeting, resource planning, safety documentation, and research & development.

 

What will you do? 

 

  • Supervise a diverse work group with full authority over people, finances, and operations, including direct supervision of staff and accountability for unionized personnel during winter

  • Oversee and manage active pathways contracts and the contract group, ensuring continuity

  • Lead, establish, and exemplify the desired culture within the work group, aligning with City Operations Vision, Mission, and Commitments

  • Establish, demonstrate, and hold others accountable to departmental, branch, section, and unit commitments, including performance appraisals

  • Engage and support staff in developing action plans for communication, problem-solving, integration, and excellence

  • Ensure staff are empowered, competent, and well-equipped for their roles, monitoring engagement and implementing development plans

  • Manage staff issues, disciplinary actions, and processes, including human resources functions like recruitment, coaching, and conflict resolution

  • Ensure prudent and effective use of financial and human resources, determining budget requirements, monitoring costs, and escalating issues

  • Participate in annual budget allocation and calendaring, making operational decisions to manage program spending

  • Provide quarterly program financial projections and monthly project updates to business partners, including performance reporting and accurate accruals

  • Participate in standby supervisor rotation, maintain standby plans, and ensure timely creation and review of Standard Operating Procedures and Hazard Assessments

  • Oversee an assigned district operational yard during winter months and respond to Council inquiries and 311 call-backs, ensuring compliance with environmental and OHS processes


  • Education in Management, Environmental Science, Landscape Architecture, Planning, Engineering, or a related discipline

  • Progressively responsible experience in a Roadways Maintenance and Operations environment, with leadership experience in a large, complex, unionized organization

 

Assets: 

 

  • Experience working with multiple disciplines, large seasonal operations, and staff change over

  • PMP certification

  • Certification or coursework/training in financial management, public works administration or change management

 

Skills required for success: 

 

  • Demonstrated leadership, problem-solving, project management, conflict resolution, interdisciplinary team building, and supervisory skills, especially in front-line unionized operations

  • Proven planning and organizational skills for service delivery, including the ability to interpret technical drawings and prioritize tasks

  • Strong communication (verbal and written) and interpersonal skills, with the ability to interact with diverse groups and effectively supervise a large workforce, including performance and attendance management

  • Experience in human resources functions (recruitment, coaching, performance management, conflict resolution), managing external contractors, and extensive knowledge of best practices, operational areas, OH&S legislation, ENVISO, and WHMIS, along with a willingness to delegate

Conditions of employment & work environment: 

 

  • Up to: 1 permanent full-time position

  • Hours of work: 36.9 hours per week, Monday - Friday

  • Salary: $105,668.31 - $132,083.940 (Annually)

  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite

  • This position is eligible for the EDO program (Earned Day Off)

  • Valid Alberta Class 5 driver's license (or provincial equivalent). Obtaining and maintaining a City Driver's permit is a requirement of this position. Must obtain business auto insurance for personal vehicle use on City business

  • Management and Out-of-Scope positions at the City of Edmonton are being reviewed for possible inclusion in the Civic Service Union 52 bargaining unit. If this position is impacted, the incumbent will be notified accordingly
