About the Department

Performs technical work, including inspecting, monitoring, reporting, enforcing and providing general guidance on matters related to compliance with the Town of Mooresville Erosion Control Program.  Assist in compliance of the Phase II Stormwater Ordinance including SCM inspections and public storm pipe installation.

Position Duties

An employee in this class is responsible for enforcing the Town’s sedimentation and erosion control ordinances which includes investigating and documenting reports of violations; meeting with developers, contractors, property owners and residents to review violations, explain the intent of codes, and gain compliance; issuing notices of violations and fines.  Conduct field inspections of properties to monitor progress towards compliance and to maintain appropriate records of enforcement activity.  Work is performed under the general supervision of the Engineering Technician III and is evaluated through conferences, by review of appropriate records and reports, and the accuracy and thoroughness of assigned responsibilities.  

Minimum Qualifications

Perform routine inspections on residential, commercial and Town projects to monitor compliance and maintain inspection reports for the same. Issue notices of violations, including stop work orders and follows-up to ensure the issue has been addressed.. Investigate complaints about potential erosion control violations or in response to a specific incident in a timely manner and initiates enforcement activities as necessary. Conduct field inspections to ensure compliance with the Town of Mooresville erosion control ordinance including checking perimeters, checking silt fence, construction entrances, sediment basins, grading, and other mitigation efforts. Thorough knowledge of erosion and sedimentation control laws, ordinances, principles, methods, control and remediation strategies. Ability to read, prepare, and interpret plans and specifications. Conduct pre-construction meetings with engineers, developers, and contractors. Prepare and maintain detailed records and statistics related to erosion control enforcement activities; prepare written reports as needed. Conducts follow-up and final inspections and issues certificates of completion and compliance. Conducts field inspections for the installation of public storm drainage. Conducts Stormwater Control Measure (SCM) inspections for project close-out. Performs other tasks as required.

Other Qualifications

Associate’s degree in architecture, engineering, building construction, or related field and one to two years of experience in construction, building management, and/or maintenance; or an equivalent combination of education and experience.   

Special Requirements
Possession of a valid NC driver's license
Ability to obtain NCSU Stormwater Control Measure Inspection and Maintenance Certification within 6 months of hire.
