GDC IT Solutions is currently seeking a Front-End .NET Developer to support the Pennsylvania Department of Transportation (PennDOT) as part of the Medical Assistance Transportation Program (MATP) development team. This is a primarily remote position, but candidates must reside in Pennsylvania and be available for occasional on-site activities in Harrisburg.

As a Front-End .NET Developer, you will work on enhancing Pennsylvania’s Family Module Reimbursement (FMR) system. This system enables Medicaid consumers to submit reimbursement requests for out-of-pocket transportation costs, which MATP administrators manage and process. You'll play a key role in building and maintaining accessible, responsive, and user-friendly front-end components, with contributions to the back-end as needed. Your work will directly support vulnerable populations and may expand to include additional transportation assistance programs.
Responsibilities:Develop responsive and accessible web applications using Angular 14+, HTML, CSS, and JavaScript.
Implement design systems with Bootstrap and jQuery (preferred).
Build and maintain reusable, testable components and services in Angular and .NET.
Participate in unit and integration testing using frameworks like Jasmine, Karma, xUnit, and NUnit.
Contribute to the backend with .NET Core 5+ and ASP.NET (MVC or ASP.NET Core).
Support RESTful API integrations and web application frameworks.
Develop and maintain SQL queries and stored procedures using SQL Server / T-SQL.
Utilize ORM tools such as Entity Framework and Dapper for data access.
Use Visual Studio 2022, VS Code, Azure DevOps, and Git for development and version control.
Ensure compliance with WCAG 2.1 AA, ADA, and Section 508 accessibility standards.
Apply responsive design, mobile-first principles, and accessibility best practices throughout the development process.
Collaborate with project leadership and team members to design and deliver high-quality software.
8+ years of experience with HTML, CSS, and JavaScript.
Strong experience with Angular (version 14 or later).
Experience with testing frameworks including Jasmine, Karma, xUnit, and NUnit.
8+ years of experience with .NET Core (v5 or greater) and C#.
Experience with ASP.NET and familiarity with MVC or ASP.NET Core frameworks.
Experience working with RESTful APIs.
8+ years of experience with SQL Server / T-SQL.
Experience with ORM tools such as Entity Framework and Dapper.
Proficiency with Visual Studio 2022, VS Code, Git, and Azure DevOps.
Deep understanding of responsive design and mobile-first development.
Strong grasp of design patterns and SOLID principles.
Demonstrated experience in accessible development and digital inclusion practices.
Familiarity with accessibility regulations (Section 508, ADA) and WCAG 2.1 AA.
Experience applying WAI-ARIA authoring practices.
Ability to optimize and test for accessibility across platforms (HTML, iOS, Android).
Must reside in Pennsylvania and be able to attend on-site meetings or equipment pickup in Harrisburg.
Must provide a completed PATCH background check and valid work authorization at vendor expense.
Preferred Experience
Experience incorporating accessibility tests into the development lifecycle.
Experience delivering digital products where accessibility compliance is a part of the “definition of done.”
