SUMMARY
This position is based in the Landscape Management Division of the General Services Department. The position is responsible for all aspects of contract management of property maintenance performed by contractors for City-owned properties. Contract management includes contract development and enforcement; regular site inspections; reporting and documentation of contract adherence; communications with contractors, Landscape Management staff, or other City departmental staff; and payment approval.
Major Duties and Responsibilities:
Conducts field inspections to ensure compliance with contract specifications and standards
Assists in routine maintenance of properties, event cleanups, and general repairs as needed.
Ensures operations are safe, proper, effective, and efficient; meeting departmental goals
Investigates and responds to inquiries and complaints promptly and determines corrective action
Conducts contractor meetings
Assists in revising and preparing contract specifications; requests change orders as needed
Responds to any property maintenance issues during field inspections or as requested
Communicates with contractors, vendors, landscape management staff, or other departmental staff in a prompt, courteous, and professional manner
Prepares inspection reports; documents communications; and keeps records, invoices, and pictures relating to contract work or contractor performance issues
Solicits, hires, inspects, approves/disapproves work, and approves payments for contracted work
Requests purchase orders as needed. Receives on invoices promptly and documents invoicing in database
Schedules work week to efficiently implement job duties; organizes pertinent information
Assists and participates in snow or ice event response
Performs related duties as required
Knowledge, Skills & Abilities:
Requires thorough knowledge of property maintenance.
Requires extensive knowledge and experience in/with all types of property maintenance operations including, but not limited to:
Landscape, Irrigation, Electrical, and Plumbing design, installation and maintenance
Equipment operation
Chemical applications to/for herbaceous and woody plant material
Requires knowledge of tools, equipment, and materials used in the landscape industry
Requires knowledge of weed, insect, and disease pests and IPM techniques
Requires a basic knowledge of plumbing and electrical systems
Requires excellent communication skills, both verbal and written
Requires excellent organizational skills with the ability to plan, prioritize, manage and organize multiple projects, and complete assignments with minimal supervision
Requires effective management and training skills
Requires the ability to read and interpret construction plans and specifications
Requires the ability to read and interpret maps, use GPS, and navigate efficiently throughout the city
Requires experience and abilities to manage contracts/contractors
Requires the ability to communicate with the public effectively
Requires good computer skills (including, but not limited to: Microsoft Office software including Word, Excel, Outlook, and Power Point
Requires a current NC pesticide applicator’s license with required subclass (Turf & Ornamentals) or the ability to obtain within 6 months of employment
Extensive public contact and exercising independent judgement and initiative
Work hours may include nights, weekends, and holidays; and may require working in adverse weather conditions
Requires a valid Class A drivers license with CDL airbrake endorsement or the ability to obtain within 6 months of employment, good driving record, and the ability to receive/ maintain a City of Charlotte Driving Permit
Preferred Qualifications:
Five or more years of supervisory experience in landscape maintenance
Three or more years of experience in property maintenance
Contract/contractor management experience
Minimum Qualifications:
Requires graduation from high school/GED and a minimum of one year of related experience in ornamental horticulture, property maintenance or an Associates Degree or equivalent combination of education, experience and skills in order to perform the essential duties of the position.
CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
